Department of Natural Resources and Mines (first respondent) dated 6 May 2003 to issue a water licence (Reference 174797) to the second respondents and the review decision (communicated to the applicant by letter dated 23 July 2003) to confirm the original decision be stayed pending the outcome of the applicant's appeal to the Land Court of the original decision as confirmed by the review decision.

2.That    the    costs    of    this    application     be reserved.
