1.      That the decision of the Chief Executive, Department of Natural Resources and Mines (first respondent) dated 6 May 2003 to issue a water licence (Reference 174797) to the second respondents be stayed pending the outcome of the applicant's application for an internal review of the original decision.

2.      That the stay referred to in Order 1 continues until thirty (30) business days after the first respondent notifies the applicant of its decision in respect of the review application or until further ordered.

3.      That any party have liberty to apply for further directions or orders.

4.      That the costs of this application be reserved.
