I, Rear Admiral Sir DAVID JAMES MARTIN, Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of section 2 of the Miscellaneous Acts (Higher Education) Repeal and Amendment Act 1989, do, by this my Proclamation, appoint 1 August 1990 as the day on which section 3 of that Act, and Schedule 1 to that Act, commence.
