Citation

1. This standard may be cited as "Ministerial Standard 313".

Commencement

2. This standard shall come into operation on 16 March 1987.

Devices to which this standard applies

3. This standard applies to cellular subscriber units as defined in section 1.3 of IS-19 of Telecom Specification TPH 1666.

Adoption of matter contained in TPH 1666 approved by Telecom Australia

4. (1) In accordance with sub-section 9 (11) of the Radiocommunications Act 1983, this standard adopts those parts of "TPH 1666: CMTS Cellular Mobile Telephone System-Air Interface Compatibility Specification" approved by the Australian Telecommunications Commission (Telecom) and published in January 1986, as are set out in item 1 of the schedule and modified in accordance with sub-clause 5 (2).

(2) The matter adopted by this standard is amended by substituting "-10 degrees C" for "-30 degrees " wherever it occurs.

Equipment markings

5. (1) Subject to sub-clause 5 (3), a cellular subscriber unit to which this standard applies shall display:
(a) the name of its manufacturer;
(b) the name of the country of its manufacture;
(c) its type or model designation;
(d) its equipment serial number; and
(e) a compliance statement in the form set out in item 2 of the schedule-
(i) indicating that the cellular subscriber unit complies with this
standard; and
(ii) citing the Department of Communications type approval number shown on the compliance statement certificate issued in respect of the cellular subscriber unit under section 12 of the Radiocommunications Act 1983.

(2) A statement or marking displayed on a cellular subscriber unit to which this standard applies in accordance with sub-clause 5 (1) shall be clearly visible, indelible, tamper proof and unable to be transferred either in whole or in part from the cellular subscriber unit.

(3) The requirement of paragraph 5 (1) (e) does not apply to a cellular subscriber unit unless the importer, manufacturer or supplier of the cellular subscriber unit, as the case may be, has been issued with a compliance statement certificate in respect of the cellular subscriber unit.

Adjustment mechanisms

6. A cellular subscriber unit to which this standard applies shall not incorporate adjustment mechanisms accessible without tools, being mechanisms which would enable operation of the cellular subscriber unit otherwise than in accordance with this standard.
