CITIZEN BAND RADIO SERVICE AND OPERATING ON FREQUENCIES
EXCEEDING 30 MHz

1. This standard may be cited as "Ministerial Standard 250".
1988 No. 69 STANDARD UNDER THE RADIOCOMMUNICATIONS ACT 1983 - REG 2 Commencement
2. This standard shall come into operation on 1 May 1988.
1988 No. 69 STANDARD UNDER THE RADIOCOMMUNICATIONS ACT 1983 - REG 3 Interpretation
3. (1) In this standard unless the contrary intention appears-
"CB radio" means a radiocommunications transmitter or receiver used or
intended for use only in the Citizen Band Radio Service;
"Citizen Band Radio Service" means a two-way radiocommunication service
within the mobile services used for personal radiotelephone communications
over short distances within Australia or the Territories of Australia;
"dB" means decibel;
"dBm" means decibels relative to one milliwatt;
"device" means a device to which this standard applies;
"emission" means radiation produced, or the production of radiation, by a
radiocommunications transmitter;
"F3E" means an emission whose basic characteristic is that of a frequency
modulated carrier on a single channel containing primarily analogue telephony
information;
"G3E" means an emission whose basic characteristic is that of a phase
modulated carrier on a single channel containing primarily analogue telephony
information;
"Hz" means hertz;
"kHz" means kilohertz;
"MHz" means megahertz;
"multi-role device" means a device which is or includes a
radiocommunications transmitter and which is capable of operation on:
(a) frequencies exceeding 30 MHz allocated to the Citizen Band Radio
Service; and
(b) any other frequencies.
"out-of-band emission" means an emission which results from the modulation
process on a frequency or frequencies outside the permitted bandwidth, but
excluding spurious emissions;
"permitted bandwidth" means the 16 kHz band centered on the
radiocommunications transmitter operating carrier frequency;
"radiation" means the outward flow of energy from any source by means of
radio transmission;
"radio transmission" has the same meaning as in section 3 of the
Radiocommunications Act 1983;
"radiocommunications transmitter" has the same meaning as in section 3 of
the Radiocommunications Act 1983;
"receiver" has the same meaning as in section 3 of the Radiocommunications
Act 1983;
"repeater station" means a radiocommunications transmitter and receiver
established at a fixed location for the reception and retransmission of radio
signals;
"spurious emission" means an emission on a frequency or frequencies which
are outside the permitted bandwidth and the level of which may be reduced
without affecting the corresponding transmission of information;
"standard device" means a device which complies with this standard;
"transmitter" means a radiocommunications transmitter;
"unwanted emission" means a spurious emission or an out-of-band emission;
"W" means Watts; and
"degrees C" means degrees Celsius.

4. (1) Subject to sub-clause 4 (2) and 4 (3) this standard applies to:
(a) CB radios operating on frequencies exceeding 30 MHz; and
(b) multi-role devices.
(2) This standard shall not apply to radiocommunications transmitters or
receivers used or intended for use as repeater stations in the Citizen Band
Radio Service.
(3) Parts 3 and 4 of this standard do not apply to a multi-role device in
respect of its operation in services other than the Citizen Band Radio
Service.

5. (1) Subject to sub-clause 5(3), there shall be displayed on the device-
(a) a compliance statement in the form set out in item 1 of the schedule-
(i) indicating that the device complies with this standard; and
(ii) citing the type approval number shown on the compliance statement
certificate issued in respect of the device under Section 12 of the
Radiocommunications Act 1983; and
(b) its type or model designation which shall be distinctively different
from that of imported equipment requiring modification before it complies with
this standard.
(2) A statement or marking displayed on a device in accordance with
sub-clause 5 (1) shall be clearly visible on the exterior surface of the
device, indelible, tamper proof and affixed in such a manner as not to be
removeable except by destruction or defacing.
(3) The requirement of paragraph 5 (1) (a) does not apply to a device unless
the importer, manufacturer or supplier of the device, as the case may be, has
been issued with a compliance statement certificate in respect of the device.

6. (1) For the purpose of this clause an 'adjustment mechanism' is a
mechanism which enables the operation of a standard device to be altered so
that the device contravenes the requirements of this standard.
(2) Any adjustment mechanism shall be contained within the housing of a
device and shall be accessible only with the use of tools such as screwdrivers
and spanners.

7. The requirements of Parts 3 and 4 shall be met by a device when it
operates at:
(1) ambient temperatures of between 0 degrees C and 55 degrees C inclusive;
and
(2) primary supply voltages within +-10% of that declared by the
manufacturer.

8. In this part 'transmitter' means a device which is a radiocommunications
transmitter operating on frequencies exceeding 30 MHz.

9. (1) Subject to sub-clause 9 (2), a transmitter shall be capable of
operation only in:
(a) the G3E emission mode; or
(b) the F3E emission mode with a nominal 6 dB per octave pre-emphasis
characteristic in the audio pass band.
(2) Where the type of information to be transmitted is other than speech
telephony the duration of any such transmission shall not exceed 3 seconds in
any 60 second interval.

10. A transmitter shall, subject to clause 11, be capable of operating only
on a channel designated in the first, third or fifth column of the table set
out in item 2 of the schedule, being a channel whose nominal carrier frequency
is specified opposite that channel.

11. The carrier frequency error of a transmitter shall not exceed +-3.0 kHz.

12. Emissions from a transmitter shall be inhibited until the operating
carrier frequency has stabilized within the limit specified in clause 11.

13. The output carrier power of a transmitter shall not exceed 5 W.

14. Under any modulation conditions the maximum frequency deviation of a
transmitter shall not exceed +-5 kHz.

15. The power of each out-of-band emission from a transmitter shall not
exceed:
(1) 17 dBm where the frequency of the emission differs from the operating
carrier frequency by greater than 8 kHz but not greater than 16 kHz;
(2) 7 dBm where the frequency of the emission differs from the operating
carrier frequency by greater than 16 kHz but not greater than 25 kHz;
(3) -9 dBm where the frequency of the emission differs from the operating
carrier frequency by greater than 25 kHz but not greater than 50 kHz;
(4) -23 dBm where the frequency of the emission differs from the operating
carrier frequency by greater than 50 kHz.

16. The power of each spurious emission from a transmitter shall not exceed
-30 dBm.

17. The power of each spurious signal at the antenna terminal of a devise
which is a receiver shall not exceed -57 dBm.
