3. A copy of all regulations made under the authority of this Act shall be laid before the Parliament within fourteen days from the publication thereof, if the 'arliament be then sitting; and if the Parliament shall not be then sitting, then within fourteen days from

its next sitting for the dispatch of business.

4. The regulations published in the Government Gazette of the

to be as valid as if eleventh day of January, 18G6, shall have the same force and effect,

publication, and such regulations had bcen made in pursuance of and under the authority hereof; and the said regulations may be varied and altered from time to timc, as hereinbeforc provided; and all persons who have heretofore made claims under and complied with such regulations, shall bc entitled to have leases granted'to them under the provisions hercof, according to such claims.
