PROVISIONAL REGULATIONS UNDER THE DEFENCE ACTS 1903–1904.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Defence Acts 1903–1904 should come into immediate operation, and make the Regulations to come into operation forthwith as Provisional Regulations.

Regulations for the Military Forces of the Commonwealth.

Rifle Clubs.

The following amendments are made, namely:—

Regulation 514. In line 2, for “18,” substitute “16.” Delete the words “and in the case of Rifle Clubs formed of members of the Staff of any Submarine Cable Station, members may be enrolled of the age of 16 years and upwards.”

Regulation 517. In line 4, insert after the words “Rifle Club,” the words “as an active member.”

Regulation 519. In line 3, insert after the words “Dot card,” the words “prior to such person taking the oath.”

Regulation 522. In line 9, insert after the word “belongs,” the following words: “by the Officer Supervising Rifle Clubs. Any member of a Club may be recommended by the Captain to be struck off the roll for misconduct or for other sufficient cause, the existence and sufficiency of such cause to be determined by the Committee of the Club.”

Regulation 529. In line 3, insert after the word “thereof” the words “whether general or committee.” In line 10, insert after the word “training,” the words “or rifle practice.”

Regulation 535. In lines 6 and 7, delete the words “and classifying therein in accordance with such standard.” In line 8, for “Standing Orders” substitute “Military Orders.”

Regulation 555. In sub-paragraph (4), lines 2 and 3, delete the words “and such other Officers (if any) as may be prescribed by the by-laws.”

In sub-paragraph (9), line 2, after the word “written” insert the words “or printed.”

In sub-paragraph 12, for lines 1 to 3 inclusive, substitute “The Captain shall preside at all committee and general meetings at which he is present.”

In sub-paragraph 15, line 3, for the word “membership,” substitute the words “the club as defined by the by-laws.”

For sub-paragraph 23, substitute the following:—“(23) The committee shall have power to frame such by-laws as may from time to time be necessary for carrying on the business of the club; such by-laws shall, however, be subject to approval of the club at a general meeting thereof and shall be confirmed by the Officer Supervising Rifle Clubs.”
