MILITARY FINANCIAL REGULATIONS - REG 1
Citation

1. These Regulations may be cited as the Military Financial Regulations.*1* SEE NOTES TO FIRST ARTICLE OF THIS CHAPTER .

MILITARY FINANCIAL REGULATIONS - REG 2
Commencement

2. These Regulations shall come into operation on 18 February 1966.

MILITARY FINANCIAL REGULATIONS - REG 3
Repeal and savings

3. (1) The Military Financial Regulations (comprising Statutory Rules 1961, Nos. 39, 84, 100 and 129; Statutory Rules 1962, Nos. 61 and 75; Statutory Rules 1963, Nos. 62, 70, 75, 85, 90 and 150; Statutory Rules 1964, Nos. 14, 17, 48, 56, 65, 81, 89, 100, 133 and 166; Statutory Rules 1965, Nos. 52, 63, 64, 65, 66, 73, 134, 139, 189 and 192; Statutory Rules 1966, No. 12) are repealed. (2) Notwithstanding the repeal effected by subregulation (1), a determination, direction, approval or delegation made by the Minister or the Military Board under a provision of the Regulations referred to in that subregulation and in force immediately before the commencement of these Regulations shall continue in force after the commencement of these Regulations and shall be deemed to be a determination, direction, approval or delegation, as the case may be, made under the corresponding provision of these Regulations.

MILITARY FINANCIAL REGULATIONS - REG 5
Interpretation

5. (1) In these Regulations, unless the contrary intention appears:
'Army Reserve' means the Australian Army Reserve;
'commanding officer' means the officer to whom the expression is applicable according to the custom of the Army;
'dental officer' means a dental practitioner serving in the Royal Australian Army Dental Corps;
'dental practitioner' means a person registered or licensed as a dental practitioner under a law of a State or Territory which provides for the registration or licensing of dental practitioners;
'formation' and 'formation commander' have the same meanings respectively as in the Australian Military Regulations;
'Head-quarters' has the same meaning as in the Australian Military Regulations;
'married quarters' means quarters:
(a) owned or controlled by the Department and provided for the use of a
member and his family as a residence; or
(b) owned by another Australian Public Service Department and provided, by
arrangement between the last-mentioned Department and the Department, for the use of a member and his family as a residence;
'medical officer' means a medical practitioner serving in the Royal Australian Army Medical Corps;
'medical practitioner' means a person registered or licensed as a medical practitioner under a law of a State or Territory which provides for the registration or licensing of medical practitioners;
'member' means a member of the Army;
'oversea' means outside Australia;
'prescribed authority' means the Minister or a person appointed by the Minister in writing to be a prescribed authority;
'reserve member' means a member who:
(a) is not a member of the Australian Regular Army or the Regular Army
Supplement; and
(b) is not rendering continuous full-time service;
'termination', in relation to the service of a member, means:
(a) in the case of an officer-the termination of his appointment
(except where he continues to serve as a soldier), his resignation, retirement or his transfer to the reserve of officers; and
(b) in the case of a soldier-the discharge of the member except for the
purpose of being appointed to commissioned rank;
and 'terminated' has a corresponding meaning;
'the Act' means the Defence Act 1903;
'the Department' means the Department of Defence, and 'departmental' has a corresponding meaning;
(2) Subject to these Regulations, a reference in these Regulations to a rank, appointment or classification includes a reference to a provisional, probationary, temporary or acting rank, appointment or classification but not to a local, honorary or brevet rank.
(3) In these Regulations, the expressions 'child', 'de facto spouse' and 'dependant' have the same respective meanings as in the Defence Force (Salaries) Regulations.
(5) In these Regulations, a reference to the spouse of a member shall be read as including a reference to the de facto spouse of the member and a reference to a person who was formerly the spouse of a member shall be read as including a reference to a person who was formerly the de facto spouse of the member.
(7) In the application of these Regulations to a reserve member, a reference to salary shall be read as a reference to pay.
(8) Where, in a provision of these Regulations, reference is made to an expression which, by virtue of this regulation:
(a) has the same meaning as an expression has in the Defence Force
(Salaries) Regulations; or
(b) is to be read as a reference to an expression within the meaning of the
Defence Force (Salaries) Regulations;
in relation to a member other than a reserve member, that expression has a corresponding meaning in relation to a reserve member.

MILITARY FINANCIAL REGULATIONS - REG 6
Delegations

6. (1) The Minister may, in relation to a matter or a class of matters, or to a State, a part of Australia, or a formation, by writing under his hand, delegate any of his powers and functions under these Regulations (except this power of delegation).
(2) The Chief of the General Staff may, in relation to a matter or a class of matters, or to a State, a part of Australia, or a formation, delegate any of his powers and functions under these Regulations (except this power of delegation).
(3) A power or function delegated by the Minister or the Chief of the General Staff under this regulation may be exercised or performed by the delegate with respect to the matter or to the matters included in the class of matters, or with respect to the State, the part of Australia, or the formation, specified in the instrument of delegation.


(4) A delegation under this regulation is revocable at will and does not prevent the exercise of a power or the performance of a function by the Minister or the Chief of the General Staff, as the case may be.
(5) A delegation under this regulation remains in force unless revoked by the Minister or the Chief of the General Staff, as the case may be.

MILITARY FINANCIAL REGULATIONS - REG 7
Power of formation commander

7. (1) A power or function conferred by these Regulations on a formation commander may be exercised or performed by the Chief of the General Staff.
(2) Where the Chief of the General Staff has authorized an officer, under regulation 11A of the Australian Military Regulations, to exercise, in relation to a specified part of the Army, the powers and functions of a formation commander, the officer has all the powers, and shall perform all the duties and functions, of a formation commander under these Regulations in respect of a member of the Army serving with that part of the Army.
(3) The Commandant of the Royal Military College has all the powers, and shall perform all the duties and functions, of a formation commander under these Regulations in respect of a member of the Army serving at the Royal Military College.

MILITARY FINANCIAL REGULATIONS - REG 8
Date on which determination etc. takes effect

8. (1) In this regulation, 'determination, direction or approval' means a determination, direction or approval made or given by the Minister or the Chief of the General Staff under a provision of these Regulations.
(2) A determination, direction or approval takes effect from the date on which it is made or given or, if it is expressed to take effect from another date specified in it, from that other date.
(3) A determination, direction or approval:
(a) shall not be expressed to take effect:
(i) from a date that is before the date on which the provision of
these Regulations under which it is made or given came or comes into operation; or
(ii) from a date that is more than 2 years before the date on which it
is made or given; and
(b) shall not be expressed to take effect from a date before the date on
which it was made or given in a case where, if it so took effect:
(i) the rights of a person (other than the Commonwealth or an
authority of the Commonwealth) existing at the date it is made or given would be affected in a manner prejudicial to that person; or
(ii) liabilities would be imposed on a person (other than the
Commonwealth or an authority of the Commonwealth) in respect of anything done or omitted to be done before the date it is made or given;
and where, in such a determination, direction or approval, provision is made in contravention of this subregulation, that provision is void and of no effect.

Division 5-Allowances for Special Duties and Qualifications

MILITARY FINANCIAL REGULATIONS - REG 32
Chaplains' allowance

32. (1) Subject to the succeeding provisions of this regulation, an allowance called 'chaplains' allowance' is payable to a chaplain for the provision and maintenance of equipment and vestments.
(2) The amount of chaplains' allowance payable to a chaplain is:
(a) on his appointment:
(i) if he is appointed from the Active Australian Army Reserve-$100;
and
(ii) in any other case-$125; and
(b) on completion of each continuous period of 12 months' service by him
after his appointment-$12.50.
(2A) Where, during a period of 12 months' service in respect of which chaplains' allowance is payable to a chaplain, the amount reasonably expended by the chaplain on the provision and maintenance of his equipment and vestments exceeds the amount of chaplains' allowance payable to the chaplain in respect of that period, an amount equal to the excess is, if the Minister so approves, payable to the chaplain as additional chaplains' allowance.
(3) Where a chaplain receives an allowance in accordance with subregulation (2) and does not complete a period of 4 years' continuous service, the Minister may require the chaplain to pay to the Department an amount of $20 for each year or part thereof that he failed to complete such service.
(4) Without prejudice to the right of the Commonwealth to recover by other means any amount payable by a member to the Department under subregulation (3), that amount may be deducted from moneys that are or become due to him by the Commonwealth in respect of his service.
(5) Chaplains' allowance is not payable to a chaplain in respect of his appointment or service on or after 1 September 1984.

MILITARY FINANCIAL REGULATIONS - REG 48
Voluntary allotment

48. Subject to regulation 51, a member may make an allotment from his salary and allowances to or for the benefit of such person, institution or corporation or to the credit of such bank account as is approved by a prescribed authority.

MILITARY FINANCIAL REGULATIONS - REG 49
Compulsory deductions

49. Subject to regulation 51, where the Minister is of opinion that a person is wholly or partly dependent upon, or has a claim for maintenance against, a member, the Minister may direct that such reasonable sum as the Minister thinks fit for the support of that person be deducted from the salary of the member and paid to, or for the benefit of, that person.

MILITARY FINANCIAL REGULATIONS - REG 50
Compulsory deductions deemed to be allotment

50. A deduction from the salary of a member directed by the Minister under regulation 49 shall, for the purposes of these Regulations, be deemed to be an allotment made by the member.

MILITARY FINANCIAL REGULATIONS - REG 51
Limit on amount of allotment

51.
(2) The Minister may determine that members included in a specified class of members are not authorized to allot an amount exceeding a specified percentage of the sum of the member's salary and allowances.
(3) Subject to the succeeding subregulations of this regulation, where a determination made by the Minister under subregulation (2) is in force, an allotment made by a member included in the class of members specified in the determination from his salary and allowances of an amount that exceeds the specified percentage of the sum of his salary and allowances is of no force or effect.
(4) Where:
(a) a member who has made an allotment from his salary and allowances that
is in force becomes a member of a class of members specified by the Minister in a determination made under subregulation (2); and
(b) the allotment is an allotment of an amount that exceeds the percentage
of the sum of the member's salary and allowances that is specified in the determination;
the allotment operates, while the member is a member of that class, as if it were an allotment of an amount equal to the specified percentage of the sum of the member's salary and allowances.
(5) Where a determination made by the Minister under subregulation (2) comes into force, an allotment made by a member included in the class of members specified in the determination that was in force immediately before the determination came into force, being an allotment from his salary and allowances of an amount that exceeds the specified percentage of the sum of his salary and allowances, operates, while it and the determination remain in force, as if it were an allotment of an amount equal to the specified percentage of the sum of his salary and allowances.

MILITARY FINANCIAL REGULATIONS - REG 52
Suspension, variation or cancellation of allotment

52.(1) A prescribed authority may, where in his opinion circumstances justify that course of action:
(a) suspend payment of an allotment or part of an allotment;
(b) vary an allotment; or
(c) cancel an allotment.
(2) A prescribed authority shall not suspend the payment of an allotment or part of an allotment, or vary or cancel an allotment, under subregulation (1), unless he has first given notice in writing to the member of the intention to suspend, vary or cancel.
(3) Where an allotment is made by a member under regulation 48, the member may vary or cancel the allotment.
(4) An allotment by a member shall be deemed to be cancelled:
(a) from and including the day after the day on which the service of the
member is terminated;
(b) from and including the day after the day on which the member dies;
(c) from and including the day after the day on which the person to or for
whose benefit the allotment was made dies; and
(d) subject to regulation 54, from and including the day after the day on
which the member becomes missing on war service.
(5) An allotment by a member is not payable in respect of a period for which the member is not entitled to be paid salary under Determination 0101, Salary of Permanent Force Members, made under section 58B of the Defence Act 1903, as in force from time to time as modified from time to time by determinations made under section 58H of that Act.

MILITARY FINANCIAL REGULATIONS - REG 53
Payment in lieu of allotment where member dies on war service

53. (1) Where a member dies on war service, an amount equal to an allotment made by the member:
(a) to or for the benefit of his wife; or
(b) in satisfaction of an order by a court of competent jurisdiction for the
maintenance of the member's wife or children,
is payable in lieu of the allotment until 30 days after the Department notifies the Repatriation Commission of the member's death.
(2) If, at the time payment of an amount under subregulation (1) ceases, a claim for a pension under the Repatriation Act 1920 by the person to or for whose benefit the payment was made has not been determined by the Repatriation Commission and the delay is not caused by the neglect or default of that person, payment of a similar amount or of such lesser amount as is determined by a prescribed authority shall be made until the claim is determined.
(3) Where a member reported or presumed to be dead on war service is subsequently found not to have died, the amount of any payment under subregulation (1) or (2) made on account of the reported or presumed death of the member shall be deemed to have been made by way of payment or part payment, as the case may be, of his allotment.

MILITARY FINANCIAL REGULATIONS - REG 54
Payment in lieu of allotment where member missing on war service

54. (1) Subject to the succeeding provisions of this regulation, where a member becomes missing on war service:
(a) an allotment made by the member:
(i) to or for the benefit of his wife; or
(ii) in satisfaction of an order by a court of competent jurisdiction
for the maintenance of the member's wife or children;
continues to be payable as if the member had not become missing on war service;
(b) an allotment made by the member to the credit of his personal bank
account ceases to be payable from and including the day after the day on which notification that the member is missing on war service is received by the Department; and
(c) an allotment, other than an allotment referred to in paragraph (a) or
(b), continues to be payable until 30 days after the day upon which the member became missing on war service or, if a prescribed authority considers that the allotment should be continued:
(i) in order to safeguard the member's rights under a life assurance
policy or under any other personal commitment; or
(ii) because the person to or for whose benefit the allotment is paid
is wholly or partly dependent upon the allotment;
the allotment, or an allotment at such reduced rate as the prescribed authority determines, is payable as if the member had not become missing on war service.
(2) Where a member is reported missing on war service and is subsequently found to have died or is presumed to have died and a pension is not granted under the Repatriation Act 1920 to the person to or for whose benefit an allotment by the member was made, an amount paid under subregulation (1) in respect of the period before the member's death or presumed death shall be deducted from the salary and allowances due to the member as at the date of his death or presumed death.
(3) To the extent that an amount referred to in subregulation (2) is not recoverable by deduction from the pay and allowances due to the member as at the day of his death or presumed death, it shall be deemed to be a debt owed to the Commonwealth by the person to or for whose benefit it was paid and, without prejudice to any other means of recovery, may be recovered by suit in a court of competent jurisdiction.
(4) Where a member becoming missing on war service is subsequently found to be alive, an allotment by the member shall be payable as if the member had not become missing on war service and, for this purpose, any amount of allotment withheld as a result of the member becoming missing on war service shall become payable.

MILITARY FINANCIAL REGULATIONS - REG 55
Meaning of war service

55. For the purposes of regulations 52, 53 and 54, 'war service' means Malayan service within the meaning of the Repatriation (Far East Strategic Reserve) Act 1956 or special service within the meaning of the Repatriation (Special Overseas Service) Act 1962.

MILITARY FINANCIAL REGULATIONS - REG 56
Payment of allotment

56. (1) An allotment is payable, in fortnightly instalments, either into a bank account approved by a prescribed authority or by cheque, money order, bank draft or in currency directly to the person, institution or corporation to whom it is payable.
(2) For the purpose of payment of instalments of an allotment in currency, a prescribed authority may authorize payments of the instalments through a postal officer.
(3) A postal officer through whom payments of instalments of an allotment is authorized under subregulation (2):
(a) shall, where a prescribed authority so directs in writing, vary or
withhold payment of an instalment; and
(b) shall not pay an instalment:
(i) except to the person to whom the allotment is payable, or to a
person authorized to receive payment of the allotment by the person to whom the allotment is payable in accordance with a form approved by a prescribed authority; and
(ii) unless the person to whom the allotment is payable gives a
receipt for the instalment in accordance with a form approved by a prescribed authority or, in the case of a person authorized to receive payment of the allotment, unless the person so authorized signs a declaration, in accordance with a form approved by a prescribed authority, that he is not receiving payment of the instalment for the benefit of a person entitled to the instalment in consequence of an assignment of the instalment by the person to whom it is payable.
(4) In this regulation, 'postal officer' means a person in charge of a post office or an officer of the Australian Postal Commission authorized by a prescribed authority to pay instalments of allotments.

MILITARY FINANCIAL REGULATIONS - REG 58
Payment of allotment outside the Commonwealth

58. (1) An allotment is not payable without the approval of a prescribed authority to or for the benefit of a person who resides oversea.
(2) An allotment to a person who resides oversea is payable in Australian currency, or its equivalent after conversion at the prevailing rate of exchange, in the currency of the country in which the person resides.

MILITARY FINANCIAL REGULATIONS - REG 59
Death of allottee

59. Where a person to or for whose benefit an allotment is payable dies, the amount of allotment accrued and unpaid at the date of the person's death is payable for the benefit of the estate of that person.

MILITARY FINANCIAL REGULATIONS - REG 60
Overpayment of allotment

60. An overpayment of an amount by way of allotment under these Regulations may be deducted from the salary and allowances that are or become payable to the member.

MILITARY FINANCIAL REGULATIONS - REG 236
Items of initial issue property of the Commonwealth

236. (1) Items of clothing (including uniforms) and personal necessaries issued at the expense of the Department or purchased under clause 4 of Determination 0697, Outfit Allowance in Lieu of Issues of Uniforms, made under section 58B of the Defence Act 1903 shall at all times remain the property of the Commonwealth.
(2) When the service of a member is terminated, he shall return to the Department such items of clothing (including uniforms) and personal necessaries which are the property of the Commonwealth as the Minister so determines.
(3) If the member does not return to the Department those items of clothing (including uniforms) and personal necessaries (if any) as he is required to return under subregulation (2), he is liable to pay to the Commonwealth the value of the property based on its value at the time of termination of service as the Minister determines.
(4) An amount which a person is liable to pay under subregulation (3) may, without prejudice to the right of the Commonwealth to recover by other means, be deducted from the salary and allowances that are or become payable to the member in respect of his service.

MILITARY FINANCIAL REGULATIONS - REG 253
Rent-married quarters

253. (1) Where married quarters are provided for a member, the rental shall be such amount as the Minister directs.
(2) Without prejudice to the right of the Commonwealth to recover by other means, the amount of the rental of married quarters occupied by a member may be deducted from the salary and allowances that are or become payable to him in respect of his service.
(3) A member who is in occupation of married quarters shall not be provided with fuel, gas, light or power at the expense of the Department.

MILITARY FINANCIAL REGULATIONS - REG 255
Rent-furnished married quarters

255. (1) Residential furniture and equipment may be supplied for use in married quarters under such conditions as, subject to this regulation, are approved by the Minister.
(2) Subject to subregulation (3), an annual charge at such percentages of the departmental valuation of the articles supplied as the Minister determines, shall be made against the occupant of married quarters in respect of the furniture and equipment supplied for use in those quarters.
(3) The Minister may waive payment of a charge referred to in subregulation (2) either in whole or part, if he considers that the circumstances justify such waiver.
(4) Without prejudice to the right of the Commonwealth to recover by other means a charge payable under this regulation by a member to the Department that charge may be deducted from the salary and allowances that are, or become payable to the member in respect of his service.

MILITARY FINANCIAL REGULATIONS - REG 258
Recovery of amounts owing for rations etc.

258. Subject to the approval of the Minister, the amount of any debt owed by a member to the Commonwealth in respect of rations or commodities (including fuel, gas, light or power) supplied to him by the Department may be deducted from the salary and allowances that are to become payable to him in respect of his service.

PART IX-MEDICAL AND DENTAL TREATMENT

MILITARY FINANCIAL REGULATIONS - REG 259
Interpretation

259. In this Part unless the contrary intention appears:
'dental treatment' means professional advice or treatment by a dental officer or a dental practitioner including extractions, prophylaxis, fillings (amalgam, synthetic, porcelain, base metal inlays, cement and root), treatment of gingivitis and the supply of vulcanite or acrylic resin dentures;


'medical treatment' means professional advice or medical or surgical treatment, including vaccination and inoculation by a medical officer or a medical practitioner, treatment by a registered physiotherapist or a registered masseur, the provision of surgical appliances and spectacles, transport in an ambulance, maintenance and accommodation as a patient at a hospital, convalescent treatment, and the supply of medicines, medical and surgical supplies supplied or provided in a hospital or otherwise;
'Repatriation hospital' means a hospital established, controlled or administered by the Repatriation Commission under the Veterans' Entitlements Act 1986;

MILITARY FINANCIAL REGULATIONS - REG 260
Entitlement

260. (1) Medical, dental and restricted dental treatment of such nature and in such cases as the Minister approves shall, subject to such conditions as the Minister determines, be provided for members by or at the expense of the Commonwealth.

MILITARY FINANCIAL REGULATIONS - REG 261
Discharged member may be retained in hospital

261. Where a person ceases by retirement, termination of appointment or discharge to be a member while undergoing treatment in accordance with regulation 260 in a hospital as an in-patient, the Director-General of Army Health Services may, if satisfied that the person is so ill that his removal from hospital might have a seriously adverse effect on his health, authorize his continued treatment in the hospital for such period as the Director-General of Army Health Services thinks fit.

MILITARY FINANCIAL REGULATIONS - REG 262
Recovery of costs where member has enforceable claim

262. (1) Where a member has been provided with medical or dental treatment at the expense of the Commonwealth under this Part and the Minister determines:
(a) that the member has an enforceable claim against any person for damages
in respect of the illness or injury for which the medical or dental treatment was provided; or
(b) that the expense of the treatment should not be borne by the
Commonwealth for any other reason;
the Minister may, by instrument, require the member to pay to the Commonwealth an amount, fixed by the Minister by that instrument, not exceeding:
(c) in respect of medical treatment or dental treatment provided for the
member when he was an in-patient at a service or Repatriation hospital in a State referred to in Schedule 1-an amount calculated in accordance with Schedule 1 in respect of each day on which the member was provided with that treatment; or
(d) in respect of any other medical or dental treatment-the expense incurred
by the Commonwealth for the treatment.
(2) Without prejudice to the right of the Commonwealth to recover by other means an amount payable under subregulation (1) by a member to the Commonwealth, that amount may be deducted from the salary and allowances that are or become payable to the member in respect of his service.
(3) In subregulation (1), the references to a member, other than the first of those references, shall be read as including a reference to a person:
(a) who, when he was a member, was provided under this Part, other than
regulation 261, with medical treatment or dental treatment at the expense of the Commonwealth; and
(b) who has ceased to be a member.
(4) For the purpose of calculating an amount referred to in paragraph (1) (c), the day on which a member enters a hospital as an in-patient and the day on which he ceases to be an in-patient of the hospital shall be counted together as one day.

MILITARY FINANCIAL REGULATIONS - REG 265
Over-payments during prior service

265. (1) This regulation applies to and in relation to a member who, before the commencement of his current period of service in the Army, had served in a part of the Defence Force for any period after the 6 October 1939, and in respect of that previous period of service was paid a sum of money greater than the sum properly payable to him in respect of that service.
(2) If the over-payment was caused by an error of the Department by which the over-payment was made, no deduction in respect of that overpayment shall be made from any amount of salary and allowances payable to the member in respect of his service.
(3) If the over-payment was caused by an act or omission of the member, an amount equal to the amount of the over-payment may be deducted, in such instalments as the Minister directs, from the salary and allowances that are or become payable to the member in respect of his service.

MILITARY FINANCIAL REGULATIONS - REG 267
Deduction from salary and allowances when pension paid on reported death etc.
of member

267. Where a member who has been reported dead or missing is subsequently found to be alive, an amount equivalent to the amount of any pension or allowance paid under an Act to a person as a result of the member having been reported dead or missing may, if not repaid, be deducted from any salary and allowances that are or become payable to the member in respect of his service.

MILITARY FINANCIAL REGULATIONS - REG 274
Regimental funds

274. (1) Regimental funds shall be administered by a unit committee of management appointed by the commanding officer of the unit who shall be responsible for the proper conduct by the unit committee of management of all matters relating to the administration of regimental funds.
(2) Regimental funds shall not be expended except with the approval of the unit committee of management of the unit or in any case where the commanding officer of the unit forbids the expenditure.
(3) The commanding officer of a unit shall appoint a regimental audit board consisting of 2 or 3 members who shall be officers, but, in the event of an insufficiency of eligible officers, the formation commander may approve of the appointment of warrant officers, non-commissioned officers or qualified civilian auditors.
(4) A member is not eligible for appointment as a member of a regimental audit board unless he is fitted either by training or by experience to audit accounts and is not directly engaged in the management of any of the funds of the unit to be audited by the board.
(5) The regimental audit board of a unit, other than a unit approved by the Chief of the General Staff under subregulation (6), shall be called together by the commanding officer of the unit twice in each financial year and shall, when so called together, audit the books and accounts of the regimental funds, unit canteen funds and mess funds of the unit.
(6) The regimental audit board of such units of the Army Reserve as the Chief of the General Staff approves shall be assembled by the commanding officer as soon as is practicable after the annual camp of continuous training of the unit to conduct an audit of the books and accounts of the regimental funds, unit canteen and mess funds of the unit.
(7) In this regulation, 'regimental funds' means funds in the possession of the unit other than public funds, mess funds, welfare and betterment funds and unit canteen funds in a unit canteen account.

MILITARY FINANCIAL REGULATIONS - REG 275
Unit War History Trust Fund

275. (1) There shall be a Unit War History Trust Fund.
(2) The moneys which, immediately before the commencement of these Regulations, stood to the credit of the Unit War History Trust Fund established under the Regulations repealed by regulation 3 shall be credited to the Fund.
(3) Income received from the investment of moneys standing to the credit of the Unit War History Trust Fund forms part of the Fund.
(4) The Unit War History Trust Fund shall be administered by the Minister or by trustees appointed for the purpose by the Minister and, subject to subregulation (5), moneys from the Fund shall be applied in such amounts as the Minister approves for the purpose of assisting in the publication of the war histories of disbanded war-time units of the Australian Military Forces.
(5) Any moneys in the Unit War History Trust Fund which, in the opinion of the Minister, are not required for the purpose of assisting in the publication of unit war histories may be expended, in such amounts and in such manner as the Minister approves, for the benefit of members, or former members, or their dependants.
(6) The accounts of the Unit War History Trust Fund shall be audited at least once each financial year by an officer appointed by the Minister for that purpose.
(7) In this regulation:
'disbanded war-time unit' has the same meaning as in Part III of the Services Trust Funds Act 1947;
'officer' means:
(a) an officer of the Army, Navy or Air Force; or
(b) a person holding, or performing the duties of, an office in the
Australian Public Service the minimum rate of salary for which is not less than the minimum rate of salary for an office of Clerk, Class 1, in that Service.
