HIS HONOUR:   On 18 December 2002 Justice Hayne in Chambers directed the Registrar to refuse to issue a proceeding brought by Ms Chrisoula Milekovic without leave of a Justice.  The matter was then directed to me.  I have considered the matter on the papers.  I dismiss the application for leave to issue the proceedings.  I publish my reasons.

The Court will now adjourn until 10.15.
