    An applicant meets the requirements of this subregulation if:

    • (a)

      the applicant is:

      • (i)

        a member, or an official, of the Government of Sudan; or

      • (ii)

        a member of the armed forces of Sudan; and

    • (b)

      the Minister is satisfied that there are compelling reasons to grant the visa to the applicant.
