INSTRUMENT OF APPROVAL OF PRIMARY REPORTING SYSTEMS
(INTERNATIONAL PASSENGER CRUISE SHIP - PASSENGERS) 2015

(Section 245J)

I, MICHAEL PEZZULLO, Secretary of the Department of Immigration and Border Protection, acting under section 245J of the Migration Act 1958 (the Act):

1.       REVOKE the Instrument of Approval of Primary Reporting System (International Passenger Cruise Ship - Passengers) (F2005B02644), signed on 19 December 2003; and

2.       APPROVE the interactive Advance Passenger Information (iAPI) system called the Advance Passenger Processing System (APP), as provided by C P S Systems Pty Ltd (ABN 64 000 965 551, ACN 000 965 551), part of the Société Internationale de Télécommunications Aéronautiques NaamlozeVennootschap (SITA N.V.), as the system of reporting, for the purposes of Division 12B of Part 2 of the Act, for each passenger of an international passenger cruise ship, as defined in subregulation 3.13 of the Migration Regulations 1994 (the Regulations); and

3.       SPECIFY the information that is to be reported in respect of passengers in Schedule 1 to this Instrument; and

4.       SPECIFY the information that is to be reported in respect of passengers in Schedule 2 to this Instrument.

This Instrument, IMMI 15/023 commences immediately after the commencement of
Migration Legislation Amendment (2015 Measures No. 2) Regulation 2015.

SCHEDULE 1

The information set out below is to be reported in respect of a passenger who holds:

i.an Australian passport;

ii.a New Zealand passport; or

iii.   a travel document, other than an Australian or New Zealand passport, and a visa which is in effect, that permits the person to travel to and enter Australia.

1 Traveller Type The type of traveller, either:
(P) Passenger; or
(C) Operating Crew; or
(X) Positioning Crew.
2 Document Type The type of travel document, either:
(P) Passport;
(O) Other; or
(N) None.
3 Document Number The assigned number of an official identification document issued by a state or organisation to a person for the purposes of international travel.
Blank only if Document Type is (N).
4 Traveller’s Nationality Code As documented in the travel document, the three-letter country code assigned by the International Civil Aviation Organisation.
5 Family Name The first four characters of the person’s family name.
6 Lloyd's Shipping Number The unique seven digit number assigned by the Lloyd’s Register of Ships.  
7 Check-In Port The port at which the person commences an international movement and at which advance passenger information for the person is collected.
8 Expected Port The Australian port at which the person will be cleared by the Department of Immigration and Border Protection or the Australian Border Force for movement into Australia.
9 Check-in Date The check-in date and time (according to Greenwich Mean Time) used to locate the person.
10 Trans-Border Port The first port in Australia at which the person will arrive when travelling to Australia.
11 Transit Indicator An indicator that the person is transiting at origin or destination (if applicable).

SCHEDULE 2

The information set out below is to be reported in respect of a passenger who is:

i.   eligible for a Special Purpose Visa (as determined by the Migration Act 1958 and the Migration Regulations 1994); or

ii.   have obtained up-lift approval from the Department of Immigration and Border Protection's Entry Operations Centre.
