The Governor in Council makes the following Regulations:

1. Objective
The objective of these Regulations is to amend the Melbourne City Link (General) Regulations 19991 to—
(a)
provide for certificates under section 89(2) of the Melbourne City Link Act 1995 to be issued by authorised persons; and
(b)
prescribe the particulars to be contained in certificates under section 89(3A) of that Act concerning vehicle registration numbers and number plates bearing vehicle registration numbers.
2. Authorising provision
These Regulations are made under section 118 of the Melbourne City Link Act 1995.

3. Commencement
These Regulations come into operation on
21 December 2001.
4. Amendment of regulation 503—Certificates
(1) In regulation 503 of the Melbourne City Link
(General) Regulations 1999, in paragraph (a),
after "Department of Infrastructure" insert "or anauthorised person".
(2) At the end of regulation 503 of the Melbourne
City Link (General) Regulations 1999 insert—
"(2) A certificate under section 89(3A) contains
the prescribed particulars if it—
(a)
states that it is a certificate issued by the Roads Corporation or the Department of Infrastructure or an authorised person (as the case may be) under section 89(3A) of the Act; and
(b)
certifies that, according to the records of the Roads Corporation or the Department of Infrastructure (as the case may be), on a date specified in the certificate—
(i) the registration number specified vehicle specified in the certificate; or
(ii) certificate was entitled, or last
entitled, to use or possess a
number plate bearing aa person specified in the the certificate.".
