Editorial changes
The Legislation Act 2001, part 11.3 authorises the Parliamentary Counsel to make editorial amendments and other changes of a formal nature when preparing a law for republication. Editorial changes do not change the effect of the law, but have effect as if they had been made by an Act commencing on the republication date (see Legislation Act 2001, s 115 and s 117). The changes are made if the Parliamentary Counsel considers they are desirable to bring the law into line, or more closely into line, with current legislative drafting practice.
When preparing the authorised version of this republication amendments were not made under part 11.3 (see endnote 1).

Citation
These regulations may be cited as the Meat Regulations 1931.
Slaughter at an abattoir
A person shall not slaughter at an abattoir unless he or she holds a permit to slaughter issued by the chief health officer, or is a person employed by the holder of the permit.
Maximum penalty: 50 penalty units.
Permit to slaughter
The chief health officer may, on the application of any person, grant to that person a permit to slaughter at an abattoir.
NoteA fee may be determined under the Act, s 19B (Determination of fees) for this regulation.
A permit granted under subregulation (1) is subject to the conditions as are specified in the permit.
A permit to slaughter shall, unless sooner suspended or revoked, be valid only for the calendar year in which it is issued.
The chief health officer may, at any time, suspend or revoke any permit to slaughter, and thereupon the person holding the permit shall not slaughter any animal at an abattoir.
A permit to slaughter may be renewed from 1 January in each year.
NoteA fee may be determined under the Act, s 19B (Determination of fees) for this regulation.
If an application for a permit or the renewal of a permit is refused, any fee paid for the application must be refunded.
The chief health officer may, on the application of a holder of a permit to slaughter, transfer the permit to any other person named in the application.
Importation of meat
A person shall not import into the ACT meat from—
(a)a State or Territory to which the Meat Inspection Act 1983 (Cwlth) does not extend; or
(b)premises that are not registered premises within the meaning of the Export Control Act 1982 (Cwlth);
unless the meat is imported directly into the ACT from premises approved by the chief health officer for this subregulation.
Maximum penalty: 50 penalty units.
The chief health officer shall, on an application by the owner or occupier of premises, in writing, approve those premises for subregulation (1) if those premises are maintained and conducted in a satisfactory manner for the clean and efficient slaughter of animals for meat, and dressing, packing and storing of meat, for human consumption.
An approval for subregulation (1) shall remain in force until the expiration of 30 June next succeeding the day on that the approval was granted or renewed and, subject to subregulation (4), may be renewed or further renewed.
The chief health officer shall, on application by the owner or occupier of premises approved by the chief health officer for subregulation (1), in writing, renew the approval of those premises for those purposes if, during the period in which they were so approved, the premises were maintained and conducted in a satisfactory manner for the clean and efficient slaughter of animals for meat, and dressing, packing and storing of meat, for human consumption.
An approval under subregulation (2) or (4) is a notifiable instrument.
NoteA notifiable instrument must be notified under the Legislation Act 2001.
Notification of decisions
Where the chief health officer makes a decision—
(a)under regulation 5 (1) to refuse to grant a permit to slaughter at an abbattoir; or
(b)under regulation 5 (1) to impose conditions on a permit to slaughter at an abbattoir; or
(c)under regulation 5 (3) to suspend or to revoke a permit to slaughter at an abbattoir; or
(d)under regulation 5 (4) to refuse to renew a permit to slaughter at an abbattoir; or
(e)under regulation 5 (7) to refuse to transfer a permit to slaughter at an abbattoir; or
(f)under regulation 6 (1) to refuse to approve premises for that subregulation; or
(g)under regulation 6 (4) to refuse to renew the approval of premises for regulation 6 (1);
the chief health officer shall, by notice in writing, inform a person whose interests are affected by the decision of the making of the decision.
A notice under subregulation (1) shall be in accordance with the requirements of the code of practice in force under the Administrative Appeals Tribunal Act 1989, section 25B (1).
Review of decisions
Application may be made to the administrative appeals tribunal for a review of a decision of the chief health officer referred to in regulation 7 (1).

Legislation history
The Meat Regulations 1931 (repealed) were originally made under the Meat Ordinance 1931 (now the Meat Act 1931) as the Meat Regulations 1931.
They were renamed as the Meat Regulations by SL 1970 No 3 and later renamed as the Meat Regulations 1931 under the LegislationAct 2001 in republication No 5.
Before 11 May 1989, regulations commenced on their notification day unless otherwise stated (see Interpretation Ordinance 1914, s 5, Interpretation Ordinance 1937 s 16, Interpretation Act 1967 s 50, Subordinate Laws Act 1989 s 6).
