HIS HONOUR:   On 28 July 2015, Justice Kiefel directed that the applicant’s application for special leave to appeal from the Court of Appeal of the Supreme Court of Queensland not be issued or filed without the prior leave of a Justice.  In my opinion leave to issue the application should be refused.

Leave to issue the application is refused.  I publish my reasons.

The order of the Court is leave to issue proceedings is refused.
