Major Events (Santos Tour Down Under 2017) Regulations 2016

under the Major Events Act 2013

1Short title

These regulations may be cited as the Major Events (Santos Tour Down Under 2017) Regulations 2016.

2Commencement

These regulations come into operation on the day on which they are made.

3Interpretation

In these regulations, unless the contrary intention appears—

Act means the Major Events Act 2013;

controlled area—see regulation 8;

event organiser—see regulation 5;

major event—see regulation 4;

major event period—see regulation 6.

4Major event

The Santos Tour Down Under 2017, including any event authorised by the event organiser as being officially associated with the Santos Tour Down Under 2017, is declared to be a major event.

5Event organiser

The South Australian Tourism Commission is designated as the event organiser for the major event.

6Major event period

The major event period for which the major event is in force is the period commencing on 14 January 2017 and ending on 22 January 2017.

7Major event venue

The major event venue for the purposes of the major event is declared to be—

  1. (a)

    for the duration of the major event period—

    1. (i)

      the following areas in connection with the Adelaide City Council Tour Village:

      1. (A)

        the area comprising the Adelaide City Council Tour Village (described in Schedule 1 clause 1);

      2. (B)

        any public place or part of a public place that is within 50 metres of the boundary of that area; and

    2. (ii)

      the media centre and other communications facilities for the media for the major event; and

    3. (iii)

      all physical infrastructure associated with the major event; and

  2. (b)

    on 15 January 2017—

    1. (i)

      the portion of road described in Schedule 1 clause 2 comprising the official race route for the People's Choice Classic Stage (Adelaide); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  3. (c)

    on 17 January 2017—

    1. (i)

      the following areas in connection with Stage 1 (Unley to Lyndoch):

      1. (A)

        the portion of road described in Schedule 1 clause 3 comprising the official race route for Stage 1 (Unley to Lyndoch);

      2. (B)

        any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

    2. (ii)

      the following areas in connection with the Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi):

      1. (A)

        the racing circuit known as Victoria Park Criterium Circuit (as shown on the map of Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi) Controlled Area in Schedule 2) comprising the official race route for the Santos Women's Tour Stage 4 (in Victoria Park/Pakapakanthi);

      2. (B)

        any public place or part of a public place that is within 50 metres of the outer boundary of that racing circuit; and

  4. (d)

    on 18 January 2017—

    1. (i)

      the portion of road described in Schedule 1 clause 5 comprising the official race route for Stage 2 (Stirling to Paracombe); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  5. (e)

    on 19 January 2017—

    1. (i)

      the portion of road described in Schedule 1 clause 6 comprising the official race route for Stage 3 (Glenelg to Victor Harbor); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  6. (f)

    on 20 January 2017—

    1. (i)

      the portion of road described in Schedule 1 clause 7 comprising the official race route for Stage 4 (Norwood to Campbelltown); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  7. (g)

    on 21 January 2017—

    1. (i)

      the portion of road described in Schedule 1 clause 8 comprising the official race route for Stage 5 (McLaren Vale to Willunga Hill); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  8. (h)

    on 22 January 2017—

    1. (i)

      the portion of road described in Schedule 1 clause 9 comprising the official race route for Stage 6 (Adelaide); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road.

8Controlled areas

The controlled areas for the major event are declared to be—

  1. (a)

    for the duration of the major event period—

    1. (i)

      the area comprising the Adelaide City Council Tour Village (described in Schedule 1 clause 1); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the area referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "Adelaide City Council Tour Village Controlled Area"; and

  1. (b)

    on 15 January 2017—

    1. (i)

      the portion of road comprising the official race route for the People's Choice Classic Stage (Adelaide) (described in Schedule 1 clause 2); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "People's Choice Classic Stage (Adelaide) Controlled Area"; and

  1. (c)

    on 17 January 2017—

    1. (i)

      the following areas in connection with Stage 1 (Unley to Lyndoch) (as shown on the map in Schedule 2 titled "Stage 1 (Unley to Lyndoch) Controlled Area"):

      1. (A)

        the portion of road described in Schedule 1 clause 3 comprising the official race route for Stage 1 (Unley to Lyndoch);

      2. (B)

        the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subsubparagraph (A)); and

    2. (ii)

      the following area in connection with the Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi) (as shown on the map in Schedule 2 titled "Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi) Controlled Area"):

      1. (A)

        the area of Victoria Park/Pakapakanthi described in Schedule 1 clause 4;

      2. (B)

        the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the area referred to in subsubparagraph (A); and

  2. (d)

    on 18 January 2017—

    1. (i)

      the portion of road comprising the official race route for Stage 2 (Stirling to Paracombe) (described in Schedule 1 clause 5); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "Stage 2 (Stirling to Paracombe) Controlled Area"; and

  1. (e)

    on 19  January 2017—

    1. (i)

      the portion of road comprising the official race route for Stage 3 (Glenelg to Victor Harbor) (described in Schedule 1 clause 6); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "Stage 3 (Glenelg to Victor Harbor) Controlled Area"; and

  1. (f)

    on 20 January 2017—

    1. (i)

      the portion of road comprising the official race route for Stage 4 (Norwood to Campbelltown) (described in Schedule 1 clause 7); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "Stage 4 (Norwood to Campbelltown) Controlled Area"; and

  1. (g)

    on 21 January 2017—

    1. (i)

      the portion of road comprising the official race route for Stage 5 (McLaren Vale to Willunga Hill) (described in Schedule 1 clause 8); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "Stage 5 (McLaren Vale to Willunga Hill) Controlled Area"; and

  1. (h)

    on 22 January 2017—

    1. (i)

      the portion of road comprising the official race route for Stage 6 (Adelaide) (described in Schedule 1 clause 9); and

    2. (ii)

      the 250 metre buffer zone (comprising any public place or part of a public place that is within 250 metres from the boundary of the road referred to in subparagraph (i)),

as shown on the map in Schedule 2 titled "Stage 6 (Adelaide) Controlled Area".

9Application of Part 3 of Act

The following provisions of Part 3 of the Act are declared to apply to the major event:

  1. (a)

    sections 10 to 13 inclusive;

  2. (b)

    Part 3 Division 4.

10Advertising controlled airspace

For the purposes of section 7(3)(e) of the Act, the prescribed period for which airspace is declared to be advertising controlled airspace is—

  1. (a)

    the duration of the major event period in respect of—

    1. (i)

      the following areas in connection with the Adelaide City Council Tour Village:

      1. (A)

        the area described in Schedule 1 clause 1 comprising the Adelaide City Council Tour Village;

      2. (B)

        any public place or part of a public place that is within 50 metres of the boundary of that area; and

    2. (ii)

      the media centre and other communications facilities for the media for the major event; and

    3. (iii)

      all physical infrastructure associated with the major event; and

  2. (b)

    15 January 2017 in respect of—

    1. (i)

      the portion of road described in Schedule 1 clause 2 comprising the official race route for the People's Choice Classic Stage (Adelaide); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  3. (c)

    17 January 2017 in respect of—

    1. (i)

      the following areas in connection with Stage 1 (Unley to Lyndoch):

      1. (A)

        the portion of road described in Schedule 1 clause 3 comprising the official race route for Stage 1 (Unley to Lyndoch);

      2. (B)

        any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

    2. (ii)

      the following areas in connection with the Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi):

      1. (A)

        the racing circuit known as Victoria Park Criterium Circuit (as shown on the map of Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi) Controlled Area in Schedule 2) comprising the official race route for the Santos Women's Tour Stage 4 (in Victoria Park/Pakapakanthi);

      2. (B)

        any public place or part of a public place that is within 50 metres of the outer boundary of that racing circuit; and

  4. (d)

    18 January 2017 in respect of—

    1. (i)

      the portion of road described in Schedule 1 clause 5 comprising the official race route for Stage 2 (Stirling to Paracombe); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  5. (e)

    19 January 2017 in respect of—

    1. (i)

      the portion of road described in Schedule 1 clause 6 comprising the official race route for Stage 3 (Glenelg to Victor Harbor); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  6. (f)

    20 January 2017 in respect of—

    1. (i)

      the portion of road described in Schedule 1 clause 7 comprising the official race route for Stage 4 (Norwood to Campbelltown); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  7. (g)

    21 January 2017 in respect of—

    1. (i)

      the portion of road described in Schedule 1 clause 8 comprising the official race route for Stage 5 (McLaren Vale to Willunga Hill); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road; and

  8. (h)

    22 January 2017 in respect of—

    1. (i)

      the portion of road described in Schedule 1 clause 9 comprising the official race route for Stage 6 (Adelaide); and

    2. (ii)

      any public place or part of a public place that is within 50 metres of the boundary of that portion of road.

11Expiry of regulations

These regulations will expire on 27 February 2017.

Schedule 1—Descriptions relating to major event venues, controlled areas and advertising controlled airspace

1—Description of Adelaide City Council Tour Village

The Adelaide City Council Tour Village comprises the area in Adelaide known as Victoria Square/Tarntanyangga bounded as follows: commencing at the point at which the southern boundary of Franklin Street/Flinders Street intersects with the eastern boundary of the portion of road (running generally north‑easterly to south‑westerly) known as Victoria Square, then south‑westerly and southerly along that boundary, then in a straight line by the shortest route across Grote Street to the point at which the southern boundary of Grote Street intersects with the eastern boundary of the portion of road (running generally north‑westerly to south‑easterly) known as Victoria Square, then southerly and south‑easterly along that boundary to its intersection with the northern boundary of Gouger Street/Angas Street, then easterly along that boundary to its intersection with the western boundary of the portion of road (running generally north‑easterly to south‑westerly) known as Victoria Square, then north‑easterly and northerly along that boundary, then in a straight line by the shortest route across Wakefield Street to the point at which the northern boundary of Wakefield Street intersects with the western boundary of the portion of road (running generally north‑westerly to south‑easterly) known as Victoria Square, then northerly and north‑westerly along that boundary to its intersection with the southern boundary of Franklin Street/Flinders Street, then westerly along that boundary to the point of commencement.

2—Description of official race route for People's Choice Classic Stage (Adelaide)

The official race route for the People's Choice Classic Stage (Adelaide) comprises the portion of road commencing in Adelaide at the intersection of Hutt Street and Wakefield Street, then easterly along Wakefield Street to its intersection with East Terrace then easterly along East Terrace to its intersection with Wakefield Road then easterly along Wakefield Road to its intersection with Dequetteville Terrace, then north‑westerly along Dequetteville Terrace to its intersection with Bartels Road, then westerly along Bartels Road to its intersection with East Terrace then westerly along East Terrace to its intersection with Hutt Street then southerly along Hutt Street to the point of commencement.

3—Description of official race route for Stage 1 (Unley to Lyndoch)

    The controlled area for Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi) comprises the area of parklands in Adelaide known as Victoria Park/Pakapakanthi bounded by roads as follows: commencing at the intersection of Greenhill Road and Fullarton Road, then northerly along Fullarton Road to its intersection with Britannia roundabout, then north‑westerly around Britannia roundabout to its intersection with Wakefield Road, then westerly along Wakefield Road to its intersection with East Terrace, then southerly and easterly along East Terrace to its intersection with the northern portion of Beaumont Road, then generally southerly along the northern portion of Beaumont Road to its intersection with the walkway/cycleway then generally south-easterly along the walkway/cycleway to its intersection with the southern portion of Beaumont Road, then generally southerly along the southern portion of Beaumont Road to its intersection with Greenhill Road, then easterly to the place of commencement.

  2. (2)

    In this clause, a reference to a particular road is a reference to the boundary of that road that is furthermost from the Victoria Park Criterium Circuit (as shown on the map of Santos Women's Tour Stage 4 (Victoria Park/Pakapakanthi) Controlled Area in Schedule 2).

The official race route for Stage 6 (Adelaide) comprises the portion of road commencing in Adelaide at the intersection of King William Road and the access road to War Memorial Drive, then generally south‑westerly and westerly along War Memorial Drive to its intersection with Montefiore Road, then generally northerly along Montefiore Road to its intersection with the road known as "Montefiore Hill", then north‑easterly along Montefiore Hill to its intersection with Pennington Terrace, then south‑easterly along Pennington Terrace to its intersection with King William Road, then southerly along King William Road until it becomes King William Street, then southerly along King William Street to its intersection with Flinders and Franklin Streets in Adelaide.
