Agencies) Regulations 2002
The Governor in Council makes the following Regulations:

1. Objective
The objective of these Regulations is to amend the
Magistrates' Court General Regulations 2000—
(a)
by prescribing persons, bodies, classes of person or body, administrative units and groups of people to be enforcement agencies; and
(b)
by removing the prescription of offices for the purposes of the definition of "appropriate officer" in Schedule 7 to the Magistrates' Court Act 1989.
2. Authorising provision
These Regulations are made under section 140 of the Magistrates' Court Act 1989.

3. New regulation 1201 substituted
For regulation 1201 of the Magistrates' Court
General Regulations 20001 substitute—
'1201. Enforcement agencies
For the purposes of paragraphs (c), (d) and (e) of the definition of "enforcement agency" in clause 2 of Schedule 7 to the Act, a person, body, class of person or body, administrative unit or group of people described or specified in Schedule 9 is prescribed as an enforcement agency in relation to an infringement notice or penalty notice under a relevant provision prescribed by regulation 1203 or 1204 or an infringement penalty in such a notice.'.
4. New Schedule 9 inserted
After Schedule 8 to the Magistrates' Court General
Regulations 2000 insert—
"SCHEDULE 9
Regulation 1201
ENFORCEMENT AGENCIES
1. The police force of Victoria.
2. Each of the following administrative units or groups within the police force of Victoria—
(a) Firearms Licensing Service;
(b) Toll Enforcement Office;
(c) Traffic Camera Office.
3. A Council within the meaning of the Local Government Act 1989.
4. An Agency within the meaning of the Public Sector Management and Employment Act 1998.

5. Each of the following administrative units or groups within the Department of Infrastructure—
(a) Marine Safety Victoria;
(b) Tow Truck Directorate of Victoria;
(c) Victorian Taxi Directorate.
6. Each of the following administrative units or groups within the Department of Innovation, Industry and Regional Development—
(a) Liquor Licensing Victoria;
(b) Trade Measurement Victoria.
7. The administrative unit or group within the Department of Justice known as Consumer and Business Affairs Victoria.
8. An institution specified in Schedule 1 to the Tertiary Education Act 1993.
9. The college affiliated to the University of Melbourne known as Queen's College.
10. A body that is a TAFE college within the meaning of the Vocational Education and Training Act 1990 or an administrative unit that is the TAFE division of a university with a TAFE division within the meaning of that Act.
11. A Board within the meaning of the Alpine Resorts (Management) Act 1997.
12. The Alpine Resorts Co-ordinating Council established under Part 3 of the Alpine Resorts (Management) Act 1997.
13. A port corporation within the meaning of the Port Services Act 1995.
14. The local authority within the meaning of the Marine Act 1988 known as Gippsland Ports.
15. Docklands Authority.
16. Melbourne Market Authority.
17. Office of the Chief Electrical Inspector.
18. Parks Victoria.
19. Roads Corporation.
20. The House Committee within the meaning of the Parliamentary Committees Act 1968.
21. Victorian Arts Centre Trust.

22. Victorian College of the Arts.
23. Victorian WorkCover Authority.
24. A hospital listed in Schedule 1, 2 or 3 to the Health Services Act 1988.".
