This application for leave to appeal from a judgment of Bell J requires an extension of time. The decision of Bell J is plainly correct. Further, the submissions of the applicant, and the proposed grounds of appeal, have no prospects of success. It would therefore be futile to grant an extension of time. The application should be dismissed.
