Made by the Commission under section 28 (1).

PART 1 - PRELIMINARY

Citation

1.     These rules may be cited as the Lotteries Commission (Saturday Lotto)

Rules 1995.

Commencement

2.      These rules come into operation on 20 November 1995.

Interpretation

3.      In these rules -

"agent" means a person authorized by the Commission to process entry

coupons;

"Australian Lotto Bloc" means a grou made up of the Commission and the designated authorities in re ation to - S
(a) the State of Queensland;
(b) the State of South Australia; and
(c) the State of Victoria;

"claim period" means the period of time from that Saturday lotto draw or super 66 draw to the close of business -

(a) on the second Friday after that Saturday lotto draw; or

03)      where the second Friday after that Saturday lotto draw is a

ublic holiday, on the preceding business day before that

hiday;

"fiist draw" means that part of a Saturday lotto draw which involves the mechanical, equally random selection of 8 numbered balls selected from balls individual1 numbered from 1 to 45 indusive, in a manner and using suc% equipment as the Commission determines to be adequate;

"game" means -

(a) between 4 and 20 numbers inclusive out of 45 are selected, in relation to a Saturday lotto draw, a single entry in which
and which, individually, may constitute part, or all, of a
lotto coupon;
(b) making up that single system entry; in relation to a system entry, the notional multiple games

in respect of a super 66 draw, a single 6 di 't number coupon; selected, of which one or more may be entere per entry P

''payout period" means the period from the Monda after that year from that Saturday lotto draw or super 66 draw; Saturday lotto draw or super 66 draw to the close o 2' business one

''prize pool" means -

for a Saturday lotto draw, 55% of all subscriptions received

(a) for that Saturday lotto draw; and
(b) for a super 66 draw, 56.5% of all subscriptions received for

that super 66 draw;

"receipted ticket" means a ticket that is produced and issued by an agent either as a result of processing an entry coupon, or as a response to an oral request by a subscriber;

"Saturday" means Saturday evening;

'Saturday lotto draw" includes the first draw and the second draw of lotto conducted in accordance with these rules;

"second draw" means that part of a Saturday lotto draw which involves the mechanical, equally random selection of 6 numbered balls selected from balls individually numbered from 1 to 45 inclusive, in a manner and using such equipment as the Commission determines to be adequate;

"sellin period" means the period of time terminating at 5.00 pm. on
t lf a t Saturday, or 4.00 p.m. on that Saturday, if so determined by

the Commission from time to time;

'super 66 draw" means a draw described in Part 6 that may be

entered as a supplement to Saturday lotto;

"supplementary number" in relation to a first draw, means one of the last 2 numbers drawn;

"total prize pool" means the prize pool for that draw, plus any jackpot reserve fund that has been taken from the fund to ensure that a guaranteed minimum prize pool for the draw, and super 66, is met; amount from a previous draw and any amount from the pnze

%inning number" means -

(a) in relation to a first draw, any one of the first 6 numbers

drawn in that first draw;

(b) in relation to a second draw, any one of the numbers drawn

in that second draw;

(C) in relation to a super 66 draw, the number made up by the
6 digits drawn in any one super 66 draw, in the order
drawn.
PART 2 - REQUIRJEMENTS FOR ENTRY

Entry coupon

4. (1) The Commission must ensure that an entry coupon for a Saturday

lotto draw -

displays such details to facilitate entry as the Commission thinks

(a) necessary; and

displays any instructions which the Commission may from time to

(b) time approve.
(2) An entry coupon ma be rejected by the agent as an invalid entry, a t
the time of presentation by g e subscriber, if -
(a) it has not been marked by hand in blue ball point pen in

accordance with the conditions on that entry coupon; or

it has been generated or marked by mechanical or electrical

Methods of entry

5. (1) A erson may enter a Saturday lotto draw using any or all of the
following me & ods -
(a) by filling out an entry coupon so as to select between 4 and 20
numbers from the numbers 1 to 45;
(b) b oral request for a selection of between 4 and 20 numbers from

and by paying the appropriate amount set out in Schedule 1.

(2) A Saturday lotto entry must be specified to be -
(a) for 1 week or for 2, 5 or 10 consecutive weeks; and

(b)

with or without a supplementary entry or entries in a super 66 draw or draws.

6.    (1) A person wishing to enter a super 66 draw in con'unction with a

Saturday lotto entry ma only do so when the minimum numbr of Saturday
lotto games set out in ru e 8 are also being entered. r
(2) Subject to subrule (l), a subscriber may enter ei!her one, 2, 4, 8, or
entry - 10 super 66 games in a super 66 draw, in conjunction mth a Saturday lotto
(a) by marking the entry coupon in the appropriate box; or
(b) be enterediin that draw,

by makin an oral request for the number of super 66 games to

and paying $1.00 per super 66 game entered.

Super 66 receipted ticket

7. (1) Where a super 66 draw or draws are entered in conjunction with a

Saturda lotto entry, a separate receipted ticket must be generated for the super 6 d games entered.

(2) Each su er 66 receipted ticket will have a random selection of 6
di .ts, by com uter, printed on it and those digits are the

sufscriber's selected digits &r that draw.

Completion of entry coupon

8. (1) To enter a Saturday lotto draw using an entry coupon, a subscriber

must -

(a) select 6 numbers out of the numbers 1 to 45 for each of a t least 4 games on the entry coupon commencing with the game marked
1"; or
(b) the numbers 1 to 45 in one or more games on the entry coupon,

select between 4 and 20 numbers (other than 6 numbers) out of

commencing with the game marked "1 .

systems 4-5 or a systems 7-20, depending on the number of

numbers selected in each game,

and must pay the amount calculated in accordance with Schedule l and $1.00

per super 66 game entered.

(3) Where between 4 and 20 numbers (other than 6 numbers) are selected out of the numbers 1 to 45 in the game marked "I" -

if 4, 5, 7, or 8 numbers are selected, then up to 11 further games

(a) may be marked by selecting the same number of numbers as were

selected in the game marked "ln; or

(b)

if between 9 and 20 numbers are selected then up to 4 further games ma be marked by selecting the same number of numbers

as were se ected in the game marked "1". 7

9. (1) To enter a Saturday lotto draw without an ent coupon, a

subscriber must make an oral request a t the selling point m?

(2) A subscriber's oral request must state -

whether the subscriber wishes to select -

(i)       6 numbers out of the numbers 1 to 45 -in

which case the

single receipted ticket will be entered for 12 games; or

(ii)     between 4 and 20 numbers (other than 6) out of the

numbers 1 to 45 -
will be entered for one game;

in which case the single receipted ticket

(4) A receipted ticket or tickets must be ven to the subscriber upon
payment of the amount calculated in accor ance with Schedule 1 and l?
payment of $1.00 per super 66 game entered.

No limit to number of entries

10. A subscriber is not limited in the number of entries which may be made in a Saturday lotto draw or in any super 66 draw.

Accuracy of receipted ticket

11. (1) An agentwho-

(a) processes an entry coupon, resulting in a receipted ticket; or
(b) produces a receipted ticket as a result of an oral request,
is under no duty to ensure that the ent coupon or request is accurately
processed or reproduced on the receipted tic et. '%
(2) Where a receipted ticket is produced which -

is not an accurate reproduction of the details on the entry coupon

(a) used to generate the ticket; or
(b) does not accurately reflect the oral request for an entry,

the subscriber may return the receipted ticket -

(C) to the selling point a t which it was purchased;
(d) on the day on which it was purchased;
(e) prior to the close of the day's lotto business for that selling point;
and
(0 within the selling period for that ticket.
may surrender that receipted ticket in exchange for - (3) Upon returning the receipted ticket under subrule (2) the subscriber
(a) a full refund of the subscription; or
(b) a further receipted ticket.

Validity of mceipted ticket

12.     A receipted ticket is an acknowledgement by the Commission that it

has accepted that entry, as appearin on the ticket in the Saturday lotto

applicable, in the numbered super 66 draw or draws unless - draw for the numbered Saturday(s 7 shown on the ticket and, where

(a)

that receipted ticket has been returned or surrendered in accordance with rule 11 (2) or rule 13;

(b)

that recei ted ticket has been found to be invalid, as a result of non-cornpgance with rule 4 (21, during the selling period prior to the relevant Saturday lotto draw or super 66 draw; or

(C) the recei &d-ticket is forged, altered or obtained a s a direct
result of P raud by the subscriber or person claiming a prize.

Surrender of receipted ticket

13, The holder of a receipted ticket may surrender that ticket, whether under the provisions of rule 11 (2) or for any other reason -

(a) to the selling point a t which i t was purchased;
(b) on the day on which i t was purchased;
(C) prior to the close of the day's lotto business for that selling point;

and

(d) within the selling period for that ticket,

and if the subscriber does so the subscriber is entitled .to a full r e h d or a

further receipted ticket in exchange for the surrendered trcket.

Entry by mail

14. (1) Subject to subrule (2), the Commission must produce a recei ted

ticket where an entry coupon is delivered b mad and completed) in

accordance with these rules, and accompanied by X e correct payment.

(2) Where ayment is tendered by cheque with an entry coupon delivered by m$

the Commission is under no duty to issue the receipted

ticket until after that cheque has been cleared.

18.      In a Saturday lotto draw, for the first draw, the holder of a receipted

ticket wins -

(a) division 1, if 6 winning numbers are selected in any one game;
(b)
division 2, if any 5 of the 6 winnin numbers and either one of
the 2 supplementary numbers are se k ected in the one game;
(C) division 3, if any 5 of the 6 winning numbers are selected in the
one game;
(d) division 4 if any 4 of the 6 winning numbers are selected in the

one game; and

division 5 if any 3 of the 6 winning numbers and either one of the

20. (1) The Commission must distribute the lotto prize pool for a

(a) division 1 - 22.5% of the prize pool;
(b) division 2 - 5.5% of the prize pool;
(C) division 3 - 10.0% of the prize pool;
(d) division 4 - 17.5% of the prize pool; and
(e) division 5 - 22.0% of the prize pool;

Second Draw:

(f) division 1 - 22.5% of the prize pool.

23. (1) Where less than 60% of the subscription mone received for a

of that 60% equally to a first B raw division 1 rize pool and a second draw
division 1 prize pool in an ensuing Saturday otto draw (called a "Bonus"

Method of drawing super 66 numbers

38. (1) For every super 66 draw, there must be 6 digits selected, each between 0 and 9, usmg an equally random method of se!ection

for each digit,

at a location and on Saturdays determined by the Commission.
(2) The 6 di 'ts drawn under subrule (1) make up the winning super 66
number for that raw. P

Criteria for super 66 prizes

In a super 66 draw the holder of a receipted ticket wins - division 1, if 6 digits in one su er 66 game match the value,

position and order of the 6 digits rawn; i'

division 2, if 5 digits in one super 66 game match the value,
position and order of -

(i)       the first, second, third, fourth and fifth digits; or

(ii)     the second, third, fourth, fifth and sixth digits,

of the 6 digits drawn;

division 3, if 4 digits in the one super 66 game match the value,
position and order of -

(i)      the first, second, third and fourth digits; or

(ii)      the third, fourth, fifth and sixth digits,

of the 6 digits drawn;

division 4, if 3 digits in the one super 66 game match the value,

position and order of -

(i) the first, second and third digits; or

(ii)      the fourth, fifth and sixth digits,

of the 6 digits drawn;

division 5, if 2 digits in the one super 66 game match the value,
position and order of -

(i)      the first and second digits; or

(ii)      the fifth and sixth digits, of the 6 digits drawn.

(2) A maximum of one rize per super 66 game entered will be paid to

Distribution of super 66 prize pool

40. (1) Subject to subrule (2) and rule 41, the Commission must distribute the super 66 prize pool for each super 66 draw as follows -
(a) division 1 -

prizes referred to in paragraphs (b), (c), (d) and (e); or

(ii)      if a minimum first division amount is nominated prior to

the draw by the Commission, that minimum amount,

whichever is the higher amount;

(b) division 2 - $6 666.00 per winning super 66 game in that

(c) division 3 - $666.00 per winning super 66 game in that division;
(d) and
division 4 - $66.00 per winning super 66 game in that division;
(e) division 5 - $6.60 per winning super 66 game in that division.

51. (1) A subscriber may, a t any selling point, request a "Player Registration Servicen (PRS) number, which may be used to identify a receipted ticket a s being held by the subscriber.

Instructions

52. (1) The subscriber and an other person claiming a prize in respect of
a receipted ticket should follow t l, e instructions on any entry coupon used,

and on the back of the receipted ticket.

(2) In the event of any inconsistency arisin between the instructions on
an entry coupon or receipted ticket and these ru es, these rules prevail to the 4
extent of the inconsistency.

55.      The Lotto Rules 1990 are repealed.

56. Despite rule 55, the Lotto Rules 1990 are continued to the extent necessary to ensure payment of

rizes for all lotto draws and super 66 draws

that took place on or before 18 dvember 1995.
