Lotteries Commission (Cash 3) Amendment
Rules 2008
Made by the Lotteries Commission under section 28(1) of the Act.
1. Citation
These rules are the Lotteries Commission (Cash 3) Amendment
Rules 2008.
2. Commencement
These rules come into operation as follows:
(a) rules 1 and 2 — on the day on which these rules are published in the Gazette; (b) the rest of the rules — 8 June 2008.
3. The rules amended
The amendments in these rules are to the Lotteries Commission
(Cash 3) Rules 1998.
4. Rule 3 amended
Rule 3 is amended as follows:
(a) in paragraph (a) of the definition of “advance play option” — (i) by deleting “an entry coupon” and inserting instead —
“ a playslip ”;

(ii) by deleting “coupon;” and inserting instead —
“ playslip; ”;
(b) in the definition of “entry” by deleting “5;” and inserting “
5 or an entry as a result of redemption of a
promotional coupon;
”;
(c) in the definition of “game board” by deleting “an entry coupon” and inserting instead — “ a playslip ”;
(d) in the definition of “receipted ticket” by deleting “an entry coupon” and inserting instead — “ a playslip ”;
(e) in the definition of “selling period” by deleting “6.30 pm” and inserting instead — “ 5.00 p.m. ”;
(f) by inserting in the appropriate alphabetical positions — “
“player’s card” means a card issued following a
request under rule 26;
“player’s card number” includes a PRS number
issued under these rules prior to 9 June 2008, if the
PRS number is still valid under rule 26;
“playslip” means entry form, whether for a single
game or multiple games and for all types of play;
“promotional coupon” means a coupon or an offer
initiated by the Commission that allows a
receipted ticket to be produced for a subscriberwithout full payment being required;

5. Rule 4 amended
Rule 4 is amended by deleting “an entry coupon” and inserting
instead —“ a playslip ”.
[Note: The heading to this rule will now read “Playslip”.]
6. Rule 5 amended
(1) Rule 5(1) is amended as follows:
(a) in paragraph (a) by deleting “an entry coupon” and inserting instead — “ a playslip ”;
(b) at the end of paragraph (b) by deleting “rule 9,” and “
rule 9; or
(c)
using the “ticket repeat” method set out in rule 8A,
”.
(2) After rule 5(1) the following subrule is inserted — “
(1A) A person may enter Cash 3 by redeeming a
promotional coupon and, in that case, may be required
to pay less than the amounts payable under subrule (1).
”.
(3) Rule 5(2) is amended by deleting “An entry coupon” and
inserting instead —“ A playslip ”. (4) Rule 5(3) is amended by deleting “an entry coupon” and
inserting instead —“ a playslip ”.

7. Rule 8 amended
(1) Rule 8(1) is amended as follows:
(a) by deleting “an entry coupon,” and inserting instead — “ a playslip, ”;
(b) by deleting “entry coupon.” and inserting instead — “ playslip. ”.
(2) Rule 8(2) is amended by deleting “entry coupon,” and inserting
instead —“ playslip, ”. (3) Rule 8(4) is amended by deleting “entry coupon” and inserting
instead —“ playslip ”. (4) Rule 8(5) is amended by deleting “3 game selections per entry
coupon.” and inserting instead —“ 6 game selections per playslip. ”. (5) Rule 8(6) is repealed and the following subrule is inserted
instead —“
(6) A subscriber who has a playslip that has at least one
game board with a valid selection may specify that the
entry is to be for 7, 14, 21 or 28 consecutive days.
”.
(6) Rule 8(7) is amended as follows:
(a) by deleting “An entry coupon” and inserting instead — “ A playslip ”;
(b) in paragraph (a) — (i) after “pencil or” by inserting —
“ black or ”;

(ii) by deleting “coupon;” and inserting instead —
“ playslip; ”.
[Note: The heading to this rule will now read “Completion of playslip”.]
8. Rules 8A and 8B inserted
After rule 8 the following rules are inserted —
“
8A. Ticket repeat
(1)
A person may select the numbers and type of play required to enter Cash 3 by presenting an existing receipted ticket and requesting the same type of entry
and combination of numbers. (2) If a receipted ticket linked to a player’s card number is
used to generate a repeat selection under subrule (1),
that ticket does not continue to be linked to the number
unless the subscriber’s player’s card is presented as
well.
8B. Favourite numbers
(1) A person who has a player’s card may —
(a) select the numbers and game type required to enter Cash 3 by presenting his or her player’s card and a playslip filled out with a selection of the “favourite” numbers (and game types) for
Cash 3 that relate to the card; or(b) select the numbers and game type required to enter Cash 3 by presenting his or her player’s card and orally requesting the selection of the “favourite” numbers (and game types) for Cash 3 that relate to the card.
(2) Favourite numbers can be selected for one week, or for
2, 5 or 10 consecutive weeks.

9. Rule 9 amended
(1) Rule 9(1) is amended by deleting “an entry coupon,” and
inserting instead —
“a playslip or a promotional coupon, and without
requesting a ticket repeat,
”.
(2) Rule 9(2) is amended as follows:
(a) in paragraph (a) by deleting “14, 18 or 25” and inserting instead — “ 18, 25, 30 or 50 ”;
(b) in paragraph (b)(i) and (ii) — (i) after “7” by inserting —
“ , 14, 21 or 28 ”;
(ii) by deleting “($3.50);” and inserting instead —
“ playslip; ”;
(c) in paragraph (b)(iii) by deleting “($7.00)”.
10. Rule 10 amended
(1) Rule 10(1) is amended as follows:
(a) by deleting “an entry coupon” and inserting instead — “ a playslip ”;
(b) by deleting “entry coupon” and inserting instead — “ playslip ”.
(2) After rule 10(1) the following subrule is inserted — “
(1A) Where a person redeems a promotional coupon in
accordance with these rules and the terms on which the

promotional coupon is issued, the agent must generate a receipted ticket or tickets accordingly and give it or them to the subscriber.
”.
11. Rule 11 amended
(1) Rule 11(1) is amended by deleting “A” and inserting instead — “ Subject to subrule (1A), a ”. (2) After rule 11(1) the following subrule is inserted — “
(1A) The Commission may allow a subscriber to surrender a
receipted ticket in circumstances outside those set out
in subrule (1), but is under no obligation to do so.
”.
12. Rule 12 amended
Rule 12 is amended as follows:
(a) by deleting “an entry form” and inserting instead — “
a playslip, a promotional coupon or a ticket repeat
”;
(b) by deleting “entry coupon” and inserting instead — “ playslip, coupon, ticket ”.
13. Rule 13 amended
(1) Rule 13(1) is repealed and the following subrule is inserted
instead —“
(1) Subject to subrules (2) and (3), a receipted ticket is
generated by the Commission to indicate that the
details of a valid entry as appearing on the ticket, have
been recorded in the central gaming system records in

relation to the numbered Cash 3 draw or draws shown
on the ticket.
”.
(2) Rule 13(2) is amended after paragraph (a) by inserting — “
or
(ab) is partially invalid because a “consecutive
days” option is not allowed for some of the
draws on the receipted ticket; or
”.
(3) After rule 13(2) the following subrule is inserted — “
(3) If the details appearing on the receipted ticket are
ambiguous, illegible or appear to be at odds with the
information in the central gaming system records, the
central gaming system records are taken to be the
correct details in relation to that receipted ticket.
”.
14. Rule 17 amended
Rule 17 is amended by deleting “authorised retailer” and
inserting instead —“ agent ”.
15. Rule 24 amended
(1) Rule 24(1) is amended by deleting “The” and inserting
instead —“ Subject to rule 26A, the ”. (2) Rule 24(2) is amended by deleting “syndicate” and inserting
instead —“ group ”.

16. Rule 26 amended
(1) Rule 26(2) is repealed and the following subrule is inserted
instead —“
(2) On and from 9 June 2008, a player’s card will be
issued to a subscriber who requests a number from an
agent under this rule, pays the amount of $10.00 and
provides what the Commission accepts as appropriate
confirmation of identification.
”.
(2) Rule 26(3) is amended by deleting “PRS” and inserting
instead —“ player’s card ”. (3) Rule 26(4) is amended as follows:
(a) in paragraph (a) by deleting “PRS” and inserting instead — “ player’s card ”;
(b) after “will” by inserting — “ , subject to rule 26A, ”;
(c) by deleting “in the PRS.” and inserting instead — “ against that player’s card number. ”.
(4) Rule 26(5) is amended by deleting “PRS number, and
registration by a subscriber with the Player Registration
Service” and inserting instead —
“player’s card number, and possession by a subscriber
of a player’s card
”.

17. Rules 26A and 26B inserted
After rule 26 the following rules are inserted in Part 4 —
“
26A. Player’s card holders may request direct credit of
prizesThe holder of a player’s card may request that payment
of a prize be in the manner of a direct credit to a
subscriber’s nominated account at a particular financial
institution.26B. Registering favourite numbers
(1) A subscriber may register one or more sets of numbers
against his or her player’s card number to be the
“favourite numbers” for Cash 3.(2) A subscriber may specify particular types of game
entry and register sets of numbers for those types of
game entry against his or her player’s card number to
be the “favourite numbers” for Cash 3.(3) The number of sets of numbers and types of game
entry that may be registered under these rules may be
fixed or varied by the Commission from time to time.
”.
18. Rule 27 amended
(1) Rule 27(1) is amended by deleting “entry coupon” and inserting
instead —“ playslip or promotional coupon ”. (2) Rule 27(2) is amended by deleting “an entry coupon” and
inserting instead —“ a playslip or promotional coupon ”.

19. Schedule 1 amended
Schedule 1 is amended by deleting “therefor” and inserting
instead —“ therefore ”.
