s1 2 s4 Lotteries Amendment (No. 1) No. 157, 1999 ˙ Short title 1. This rule may be cited as the Lotteries Amendment Rule (No. 1) 1999 . ˙ Rule amended 2. This rule amends the Lotteries Rule 1998 . ˙ Amendment of s 4 (Definitions) 3. Section 4, definition “multiweek entry” — omit, insert— ‘ “multiweek sale” , for a lottery, means— (a) for a sale using a registered player’s player’s card—the sale of a lottery ticket for the next 2 to 52 drawings of the lottery after the purchase of the ticket; or (b) for a sale without using a registered player’s player’s card—the sale of a lottery ticket for the next 2 to 10 drawings of the lottery after the purchase of the ticket.’. ˙ Amendment of s 11 (Processing an entry) 4.(1) Section 11(a), ‘or if it is a multiweek entry’— omit, insert— ‘or if the entry is on the basis of a multiweek sale’. (2) Section 11(h)— omit, insert— ‘(h) for a multiweek sale—the number of drawings entered;’. (3) Section (11)(l)— omit, insert— ‘(l) if the entry is for powerball—the powerball number clearly identified;’.
s5 3 s7 Lotteries Amendment (No. 1) No. 157, 1999 ˙ Amendment of s 15 (Entry form may be given or sent directly to lottery licensee) 5. Section 15— insert— ‘ (6) However, the licensee is not required to send a lottery ticket to a registered player who has asked the licensee not to send the ticket.’. ˙ Amendment of s 28 (Information to be printed on prize-winning lottery ticket) 6.(1) Section 28, heading— omit, insert— ‘ Information to be printed on receipt ’. (2) Section 28(1), ‘on the ticket’— omit, insert— ‘on a receipt for the ticket’. (3) Section 28(2), ‘the lottery ticket’— omit, insert— ‘the receipt mentioned in subsection (1)’. (4) Section 28(3) and (4)— omit, insert— ‘ (3) If the lottery ticket was purchased on the basis of a multiweek sale and is still current for at least 1 more drawing, the agent must return the ticket to the person.’. ˙ Insertion of new s 28A 7. After section 28— insert— ˙ ‘ Lottery ticket to be returned if not a winning ticket ‘ 28A.(1) If a person presents a lottery ticket to a lottery agent and the
s8 4 s9 Lotteries Amendment (No. 1) No. 157, 1999 computer system does not identify the lottery ticket as a winning ticket, the lottery agent to whom the ticket is presented must return the ticket to the person. ‘ (2) However, subsection (1) does not apply if an investigation is required under section 20(2).’. ˙ Amendment of s 31 (Gaming terminal can not read lottery ticket) 8. Section 31(4)(b), ‘a blank entry form’— omit, insert— ‘a receipt for the ticket’. ˙ Amendment of sch 1 (Wednesday gold lotto) 9.(1) Schedule 1, section 3— omit, insert— ‘ Agency payment period ‘ 3. The agency payment period for a drawing of Wednesday gold lotto is— (a) for a registered player who enters the drawing using the player’s player’s card—the first 13 weeks after the drawing; and (b) for any other participant in the drawing—the first year after the drawing.’. (2) Schedule 1, section 5(c) to (e)— omit, insert— ‘(c) a with-the-field entry.’. (3) Schedule 1, section 5— insert— ‘ (2) A standard, system or with-the-field entry may be made on the basis of an advance or multiweek sale.’. (4) Schedule 1, section 6(1)(b)— omit, insert—

(5) Schedule 1, section 10— omit, insert— ‘ Multiweek sale ‘ 10.(1) To enter a drawing of Wednesday gold lotto by a multiweek sale, a person must— (a) complete a standard, system or with-the-field entry; and (b) mark with an ‘X’ the multiweek square for the number of weeks the person is entering. ‘ (2) A multiweek sale can not be used for a system entry with more than 15 numbers.’. (6) Schedule 1, section 11(3)— omit, insert— ‘ (3) An advance sale and a multiweek sale can not be used for the same entry.’. (7) Schedule 1, section 12(1)(b) and (c)— omit, insert— ‘(b) must state whether the entry required is the equivalent of a standard or system entry; and (c) must state if the entry is required on the basis of a multiweek sale; and (d) need not complete an entry form.’. (8) Schedule 1, section 13(1)(c)— omit, insert— ‘(c) must state if the entry is required on the basis of a multiweek sale; and’.

The agency payment period for a drawing of Saturday gold lotto is— (a) for a registered player who enters the drawing using the player’s player’s card—the first 13 weeks after the drawing; and (b) for any other participant in the drawing—the first year after the drawing.’. (2) Schedule 2, section 5(c) to (e)— omit, insert— ‘(c) a with-the-field entry.’. (3) Schedule 2, section 5— insert— ‘ (2) A standard, system or with-the-field entry may be made on the basis of an advance or multiweek sale.’. (4) Schedule 2, section 6(1)(b)— omit, insert— ‘(b) for a system or with-the-field entry—the appropriate square for the entry; and (c) for an entry made on the basis of a multiweek sale—the multiweek square for the number of weeks the person is entering.’. (2) Schedule 3, section 5(c) to (e)— omit.
s 11 8 s 11 Lotteries Amendment (No. 1) No. 157, 1999 (3) Schedule 3, section 5— insert— ‘ (2) A standard entry or a system entry with not more than 15 numbers may be made on the basis of a multiweek sale. ‘ (3) A standard or system entry may be made on the basis of an advance sale.’. (4) Schedule 3, section 6(1)(b)— omit, insert— ‘(b) for a system entry—the appropriate square for the entry; and (c) for an entry made on the basis of a multiweek sale—the multiweek square for the number of weeks the person is entering.’. (5) Schedule 3, section 9— omit, insert— ‘ Multiweek sale ‘ 9.(1) To enter a drawing of powerball by a multiweek sale, a person must— (a) complete a standard or system entry; and (b) mark with an ‘X’ the multiweek square for the number of weeks the person is entering. ‘ (2) A multiweek sale can not be used for a system entry with more than 15 numbers.’. (6) Schedule 3, section 10(3)— omit, insert— ‘ (3) An advance sale and a multiweek sale can not be used for the same entry.’. (7) Schedule 3, section 11(1)(b) and (c)— omit, insert— ‘(b) must state whether the entry required is the equivalent of a standard or system entry; and

(8) Schedule 3, section 12(1)(b) and (c)— omit, insert— ‘(b) state whether the entry required is the equivalent of a standard or system entry; and (c) state if the entry is required on the basis of a multiweek sale; and (d) mark with an ‘X’ the powerpick square on a gold lotto entry form, or ask for the person’s numbers registered for lotto to be used for the entry.’. (9) Schedule 3, section 12(4), ‘multiweek entry’— omit, insert— ‘multiweek sale’. (10) Schedule 3, section 13(1)(c)— omit, insert— ‘(c) must state if the entry is required on the basis of a multiweek sale; and’. ˙ Amendment of sch 4 (Pools) 12.(1) Schedule 4, section 3— omit, insert— ‘ Agency payment period ‘ 3. The agency payment period for a drawing of pools is— (a) for a registered player who enters the drawing using the player’s player’s card—the first 13 weeks after the drawing; and (b) for any other participant in the drawing—the first year after the drawing.’. (2) Schedule 4, section 5(c) to (e)— omit, insert—

(6) Schedule 4, section 11(3)— omit, insert— ‘ (3) An advance sale and a multiweek sale can not be used for the same entry.’. (7) Schedule 4, section 12(1)(b) and (c)— omit, insert— ‘(b) must state whether the entry required is the equivalent of a standard or system entry; and

Schedule 5, section 3— omit, insert— ‘ Agency payment period ‘ 3. The agency payment period for a drawing of super 66 is— (a) for a registered player who enters the drawing using the player’s player’s card—the first 13 weeks after the drawing; and (b) for any other participant in the drawing—the first year after the drawing.’. ˙ Amendment of sch 6 (Oz lotto) 14.(1) Schedule 6, section 3— omit, insert— ‘ Agency payment period ‘ 3. The agency payment period for a drawing of oz lotto is— (a) for a registered player who enters the drawing using the player’s player’s card—the first 13 weeks after the drawing; and (b) for any other participant in the drawing—the first year after the drawing.’. (2) Schedule 6, section 5(c) to (e)— omit, insert—

(6) Schedule 6, section 11(3)— omit, insert— ‘ (3) An advance sale and a multiweek sale can not be used for the same entry.’. (7) Schedule 6, section 12(1)(b) and (c)— omit, insert— ‘(b) must state whether the entry required is the equivalent of a standard or system entry; and

(8) Schedule 6, section 13(1)(c)— omit, insert— ‘(c) must state if the entry is required on the basis of a multiweek sale; and’. ˙ Amendment of sch 7 (Instant scratch-its) 15.(1) Schedule 7, section 2— insert— ‘ “ticket identifier” , for a ticket, means— (a) the VIR number on the ticket; or (b) information, capable of being produced by a security device built into the ticket, that identifies the ticket.’. (2) Schedule 7, section 3, ‘VIR number on’— omit, insert— ‘ticket identifier for’. (3) Schedule 7, section 3, ‘VIR number for’— omit, insert— ‘ticket identifier for’. (4) Schedule 7, section 7(1), words before paragraph (b)— omit, insert— ‘ 7.(1) The following information must be included on each ticket— (a) the ticket identifier for the ticket;’. (5) Schedule 7, section 15— omit, insert—
s 16 14 s 17 Lotteries Amendment (No. 1) No. 157, 1999 ‘ Ticket identifier ‘ 15.(1) The lottery licensee may use the ticket identifier to find out if a ticket is a winning ticket and the value of the prize won. ‘ (2) The licensee must use the ticket identifier to find out if a ticket is a winning ticket for a major prize.’. (6) Schedule 7, section 16(1)— omit, insert— ‘ 16.(1) If a person claiming a prize has a ticket that, on the face of it, is a winning ticket but the computer system does not initially recognise its ticket identifier as the ticket identifier of a winning ticket, the lottery licensee must investigate why the computer system did not recognise the ticket identifier.’. (7) Schedule 7, section 17(1)(c)— omit, insert— ‘(c) for a ticket with a VIR number—any part of the matter printed in the ‘VOID IF REMOVED’ panel on the ticket is exposed; or (ca) for a ticket with a security device—the security device has been tampered with; or’. ˙ Amendment of sch 8 (Casket) 16. Unless a condition of entry in a drawing of promotional lottery is that a claim for a prize must be made in a stated way, at a stated place or within a stated period, the agency payment period for a drawing of promotional lottery is— (a) for a registered player who enters the drawing using the player’s player’s card—the first 13 weeks after the drawing; and (b) for any other participant in the drawing—the first year after the drawing.’.
