2 Local Government (Willows Sports Complex Joint Board) No. 490, 1993 ˙ Short title 1. This regulation may be cited as the Local Government (Willows Sports Complex Joint Board) Regulation 1993 . ˙ Definitions 2. In this regulation— “Joint Board” means the Joint Local Authority Board established under section 4; “population” means the estimated resident population as published by the Australian Bureau of Statistics. ˙ Joined areas 3.(1) The areas of the City of Townsville and the City of Thuringowa are joined. (2) The parts joined form the Area of the Joint Board. ˙ Establishment of Joint Local Authority Board 4.(1) A Joint Local Authority Board is established under section 20 of the Act. (2) The name of the Joint Board is the Willows Sports Complex Joint Board. ˙ Functions of Joint Board 5. The functions of the Joint Board are— (a) to lease from the Racing Development Corporation the land described as Lot 2 on RP 740697 county of Elphinstone parish of Coonambelah; and (b) under the lease, to develop and manage a sports and recreation complex to be known as the Willows Sports Complex.

3 Local Government (Willows Sports Complex Joint Board) No. 490, 1993 ˙ Members 6.(1) The Joint Board is to consist of 5 members. (2) Townsville City Council is to elect 3 members to the Joint Board from amongst its members. (3) Thuringowa City Council is to elect 2 members to the Joint Board from amongst its members. ˙ President 7.(1) The members of the Joint Board are to elect 1 of them as president of the Joint Board. (2) The first election is to take place at the Joint Board’s first meeting. (3) Subsequent elections are to take place at the first meeting of the Joint Board held after the end of every triennial election of the members of Townsville City Council and Thuringowa City Council. ˙ First meeting 8. The Joint Board’s first meeting is to be held on 20 December 1993. ˙ Contribution to general fund 9.(1) Townsville City Council and Thuringowa City Council are to contribute to the general fund of the Board an amount representing each local authority’s percentage share of the total population of the Area of the Joint Board. (2) The amount of the contribution is to be calculated to reflect changes in the population from time to time. (3) Retrospective adjustments to contributions previously paid are to be made when new population figures are published by the Australian Bureau of Statistics.
