I, Rear Admiral Sir DAVID JAMES MARTIN, Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of section 2 of the Local Government (Building Regulation) Amendment Act 1989, do, by this my Proclamation, appoint 1 September 1990 as the day on which the provisions of Schedule 1 (3), (4) and (5) to that Act, and section 3 of that Act in its application to those provisions, commence.
