or the Liverpool Munic ipa l Loan Act , 1900, t he council of the munic ipa l distr ict of Liverpool may exercise the powers of borrowing conferred by the las t -ment ioned Act , or by section one hund red and sixty-live of t he f irst-mentioned Act , a l t hough the moneys borrowed or proposed to be borrowed, or the moneys owing by t h e council , m a y exceed in the whole t he es t imated revenues of t h e council for five years : Provided tha t t he a m o u n t so borrowed shall not exceed twelve
