The court concluded that the MRT had failed to do so, thereby committing jurisdictional error. Furthermore, the court held that the MRT had failed to conduct the required review because it did not specify which primary criteria of the subclass 572 visa Mr. Lim had not continued to satisfy, and was not permitted to find non-compliance with Condition 8516 without such a determination.
