REGULATIONS UNDER THE LIGHTHOUSES ACT 1911-1919.

I, THE person administering the Government of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Lighthouses Act 1911-1919, to come into operation forthwith.

Lighthouses (General) Regulations.

Short title.

1. These Regulations may be cited as the Lighthouses (General) Regulations.

Lighthouses Advisory Committee.

2.—(1.) The Minister may appoint a Lighthouse Advisory Committee (hereinafter referred to as the Committee) consisting of (a) such officers of the Commonwealth Marine Branch as he may specify, (b) an officer of the Royal Australian Navy with hydrographic qualifications, (c) representatives of the coasting shipping of the Commonwealth (one of whom shall have had experience as a shipmaster on the Australian coast), and (d) representatives of oversea British shipping (one of whom shall have had experience as a shipmaster).

(2.) The Minister may refer to the Committee, for advice, any question as to the provision, position and nature of additional lights, marine marks or other aids to navigation on the Australian coast or the alteration of existing lights or marks, and as to the relative order of importance, in regard to the safety of shipping in Commonwealth waters, of such provision and/or alteration.

(3.) The Secretary, Commonwealth Marine Branch, shall be a member, and ex officio Chairman, of the Committee. He may appoint an officer of the Marine Branch to be his deputy and in his absence from any meeting to be Chairman of the Committee.

Term of office.

3. The persons appointed to be members of the Committee shall hold office during the pleasure of the Minister administering the Lighthouses Act.

Meetings of the committee.

4. The meetings of the Committee shall be called by the Chairman, and shall be held at such time and place as are specified in the notice of meeting sent to the members.

Quorum.

5. Two-thirds of the persons appointed to be members of the Committee shall constitute a quorum.

Majority to decide.

6.—(1.) All questions at any meeting of the Committee shall be decided by a majority of the votes of the members present.

(2.) The Chairman shall have a deliberative vote and, in case of an equal division of votes, a casting vote also.
