BELL J:   This is an ex parte application for leave to issue a proceeding by Darren Matthew Latham.

On 15 September 2008 Justice Kiefel directed, pursuant to rule 6.07 of the High Court Rules, that the Registrar refuse to issue a writ without the leave of a Justice.  That brought the present application. 

The application is refused.  I publish my reasons.
