The applicant's principal ground of special leave to appeal does not raise any new question of principle. His remaining grounds, including the ground foreshadowed in his application to amend the application for special leave, filed on 8 September 2016, do not have sufficient prospects of success to warrant a grant of special leave. Special leave should be refused and the summons filed on 8 September 2016 be dismissed.
Pursuant to r 41.08.1 of the High Court Rules 2004 (Cth), we direct the Registrar to draw up, sign and seal an order dismissing the application.
