1  Name

This instrument is the Industry Research and Development (Girls in STEM Toolkit and Women in STEM Ambassador Program) Instrument 2018.

2  Commencement

(1)  Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

3  Authority

This instrument is made under section 33 of the Industry Research and Development Act 1986.

4  Definitions

In this instrument:

Act means the Industry Research and Development Act 1986.

5  Prescribed program

For the purposes of subsection 33(1) of the Act, the program specified in item 1 of the following table is prescribed.

Description and purpose of the program

1 Girls in STEM Toolkit and Women in STEM Ambassador Program

The program provides funding to develop and disseminate science, technology, engineering and mathematics (STEM) education resources. These resources (which will be referred to as a toolkit) are intended to engage and encourage school‑age girls into STEM study and careers.

The program also provides funding for Women in STEM Ambassadors.

The Ambassadors will advocate for women in STEM, provide advice on issues affecting girls and women in STEM and promote initiatives supporting the participation of women in STEM.

The program is to meet Australia’s obligations specified in subparagraphs 6(a)(i) to (iii).

This program may be delivered using electronic communication and in information sessions held in the Territories.

6  Specified legislative power

For the purposes of subsection 33(3) of the Act, the powers of the Parliament to make laws with respect to the following are specified:

(a)  external affairs (paragraph 51(xxix) of the Constitution), with respect to Australia’s obligations under the following:

(i)  the Convention on the Elimination of All Forms of Discrimination against Women, particularly Articles 2, 3, 10 and 11;

(ii)  the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1 to 4;

(iii)  the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6;

(b)  postal, telegraphic, telephonic and other like services (within the meaning of paragraph 51(v) of the Constitution);

(c)  the government of a Territory (section 122 of the Constitution).
