Ieu and QCEC participation in New Approaches program..
[1] The Independent Education Union of Australia (IEUA) and Queensland Catholic Education (QCEC) have concluded their bargaining as part of a New Approaches matter at the Fair Work Commission (FWC).
[2] The New Approaches process is a discussion facilitated by the FWC involving the QCEC and IEUA. The role of the FWC is to assist the parties to arrive at an agreed outcome. The FWC does not make recommendations and the process is not arbitration nor is the process conciliation.
[3] Meetings of the parties were held in May and June 2016 and further meetings were held on 4 and 7 July 2016 to finalise the text of the various provisions where ‘in principle’ agreement had been reached in the May/June discussions.
[4] Discussions have now been concluded on text regarding:
● transition arrangements to the new incremental steps of E5 and E6.
● a salary scale for Career Counsellors (Teachers).
● the wage schedules reflecting the in principle wage positions for teachers, school officers, services staff, middle leader allowances and senior administrators.
● matters earlier agreed in principle under the SBU bargaining process
[5] The full text of a proposed replacement agreement is now agreed for the purpose of conducting the ballots on the document.
[6] A ballot will be conducted for the group of Diocesan employing authorities and another ballot for the group of Religious Institute employing authorities.
[7] The employing authorities have again confirmed that back payments (School Officers and Services Staff 1 May 2015; Teachers 1 July 2015) will be processed as soon as practicable following a successful ballot.
[8] The parties have placed on record their appreciation of the assistance of the FWC in the New Approaches program in reaching in principle agreement on the various matters.
[9] The proposed replacement agreement does include a role for the FWC in the broad review and negotiation of the teacher classification provisions including consideration of the HAT and Lead Teachers and the impact on other categories of employees from any negotiated changes to the classification structure.
[10] The FWC, however, now concludes its facilitation of the discussions under the New Approaches program for the negotiation of a replacement agreement.
