  1. The applicant seeks leave to appeal from the whole of the judgment of a single Justice of this Court (Kiefel CJ) refusing leave to file an application for a constitutional or other writ, which leave was sought following a direction made by a single Justice of this Court (Gleeson J) pursuant to r 6.07.2 of the High Court Rules 2004 (Cth) that the Registrar refuse to issue or file the application without the leave of a Justice first had and obtained. The applicant also seeks an order that their application for a constitutional or other writ be filed.

  2. The application has insufficient prospects of success to warrant a grant of leave to appeal. Moreover, the application raises no issue of general principle that is of public importance.

  3. Leave to appeal is refused.
