1. The applicant seeks leave to appeal from a judgment of a single Justice of this Court (Steward J) refusing the applicant leave to issue or file a proposed writ of summons.

2. Nothing in the applicant's application for leave to appeal raises any reason to doubt the correctness of the decision of Steward J and an appeal would enjoy no prospects of success. There is no basis for a grant of leave to appeal to this Court.

3. Leave to appeal is refused.
