Class 11, i n the Department of Defence, Navy O f f i c e .
In May 1 9 8 0 , pu r suan t t o Pub l i c Se rv ice Regu la t ion 6 ,
he i n i t i a t e d , a n d t h e r e a f t e r l a r g e l y f o s t e r e d , a n
a p p l i c a t i o n t o t h e P u b l i c S e r v i c e B o a r d t o r e - c l a s s i f y
t h e p o s i t i o n he occup ied t o t ha t o f Engineer Class V .
This change was e f f e c t e d i n A p r i l 1 9 8 1 . There was a new
du ty s t a t emen t , i n te rms qu i te a b i t d i f f e r e n t f r o m t h o s e
o f t h e d u t y s t a t e m e n t f o r t h c p r e v i o u s p o s i t i o n , b u t
under which the du t ics to be pcrformcd were in l-act
c l o s e l y s i m l l a r . The r e - c l a s s i f i e d p o s i t i o n c a r r l e d a n
i n c r e a s e i n s a l a r y o f $ 1 , 5 0 0 . Thc a p p l i c a n t was promoted
p r o v i s l o n a l l y t o t h e ncw p o s i t i o n , w i t h o u t any aclvertlse-

l a t t e r ' s f a v o u r .
3 . That whereas there were or iginal ly two
a p p e l l a n t s , t h e a p p l i c a n t was n o t t o l d and
d i d n o t know u n t i l a f t e r t h c h e a r i n g , and
a f t e r t h e p r o m o t i o n o f Mr. Godwin, t h a t
Mr. Fal lon had withdrawn his appeal .
4 . The Committee d id no t conduct a f u l l
I n q u i r y i n t o Mr. H u r t ' s c a s e , as r e q u i r e d
by s.SO(8A) o f t h e Act, b u t r e s t r i c t c d i t s
l n q u l r i e s o f him t o a l imi t ed r ange o f

v Duffv (No. 2) ( s u p r a ) , a p r o m o t i o n case undcr thc Broad-
cas t in :  and T e l c v i s i o n Act 1 9 4 2 , there were four ccn-
t e n d e r s .  To have turned that proceeding into one whcre
each cou ld a t t ack t he p re sen ta t ion o f t h e o t h e r wculcl, I
b e l i e v e , h a v e t e n d c d t o o p e r a t e a g a i n s t t h e i n t c r e s t s o i
