I, WILLIAM MICHAEL H O D G M A N , the Minister of State for the Capital Territory, hereby make the following Regulations under the House of Assembly Ordinance 1936.

Scrutineers
1. Regulation 40 of the House of Assembly (Election) Regulations is amended by adding at the end of sub-regulation (1) "or subdivision of a polling booth".
Scrutiny to ascertain result of poll
2. Regulation 53 of the House of Assembly (Election) Regulations is amended by omitting sub-regulation (2) and substituting the following sub-regulations:
"(2) A candidate may appoint scrutineers to represent him at the scrutiny. "(3) Subject to sub-regulation (4), a candidate is not entitled to be
represented at the scrutiny at any place at which the scrutiny is to be, or is
(a) shall be made by notice in writing signed by the candidate, or by telegram signed by the candidate before it is tendered for transmission, given or sent to the officer who is to conduct, or is conducting, the scrutiny at that place; and (b)
shall specify the name and address of the scrutineer.".

"(4) The officer who is to conduct, or who is conducting, the scrutiny at a particular place may, subject to any directions given to him from time to time by the Chief Electoral Officer, permit each candidate to be represented at the scrutiny at that place by scrutineers not exceeding in number such number as that first-mentioned officer determines.
"(5) The appointment of a scrutineer under this regulation to represent a candidate at a place at which the scrutiny is to be, or is being, conducted—
3. After regulation 68 of the House of Assembly (Election) Regulations the following regulation is inserted:
Candidate may have "Independent" on ballot-paper
"68A. (1) Subject to this regulation, a candidate who has been nominated in accordance with these Regulations may, by notice in writing signed by the candidate and given to the Returning Officer, request that the word 'Independent' appear on the ballot-paper beside his name.
"(2) Where a candidate has made a request in accordance with this regulation, the Returning Officer shall cause the word 'Independent' to be printed on the ballot-paper beside the name of the candidate.
"(3) Where the names of two or more candidates who have made requests under sub-regulation (1) appear on the ballot-paper in a group that comprises those candidates, it is a sufficient compliance with sub-regulation (2) if the word 'Independent' is printed on the ballot-paper once beside that group.".
