a )the amendment of those Regulations effected by the last preceding regulation had come into operation on the first day of January, 1972; and(
b )the classification of that office during that period had been the rate or the scale of rates specified in column 2 of that Schedule opposite to that office in column 1 of that Schedule,exceeds the total remuneration paid or payable to him in respect of that period, the officer or employee is entitled to be paid an allowance of an amount equal to the excess.
