ESTABLISHMENT OF THE MEDICAL TRAINING REVIEW PANEL

UNDER SUB-SECTION 3GC(1)

I, MICHAEL RICHARD LEWIS WOOLDRIDGE, Minister for Health and Family Services, in pursuance of sub-section 3GC(1) of the Health Insurance Act 1973 (“the Act”), hereby establish the Medical Training Review Panel (“the Panel”).

The composition of the Panel

1. The Panel shall consist of a Chairman and up to twenty nine members.

1. The Chairman of the Panel shall be a Senior Executive Service officer of the Department of Health and Family Services (“the Department”) nominated by the Secretary of the Department.

The performance of Panel functions

1. The performance of the functions of the Panel shall not be affected by reason only of there being a vacancy or vacancies in the persons appointed to the Panel in accordance with subsection 3GC(3) of the Act.

Meetings of the Panel

1. The Chairman of the Panel shall convene meetings as are necessary for the efficient conduct of the Panel’s affairs.

1. The Chairman of the Panel shall preside at all meetings of the Panel at which he or she is present. In the event of the Chairman being absent at a meeting of the Panel, the Chairman may select from the members of the Panel an alternate Chairman who shall preside accordingly.

1. Subject to (4) and (5) the Panel may regulate and conduct proceedings at its meetings as it thinks fit.

Panel may form sub-committees

1. The Panel may form sub-committees to undertake specific tasks.

Panel may inform itself in any manner

1. For the purposes of the consideration of any issue, matter or question before the Panel, the Panel may inform itself in such a manner as it thinks fit.

Chairman may engage consultants

1. With the approval of the Minister, the Chairman of the Panel may, on behalf of the Commonwealth, engage as consultants to the Panel persons having suitable qualifications and experience.
