DECLARATION OF QUALITY ASSURANCE ACTIVITY

UNDER SECTION 124X

QAA No. 2/2008

I, Nicola Roxon, Minister for Health and Ageing, under Section 124X of the Health Insurance Act 1973 (the Act):

  1. DECLARE the Activities described in the Schedule to this declaration (the Activities) to be  quality assurance activities to which Part VC of the Act applies, being satisfied in relation to the Activities that:

(i)the organisations engaging in the Activities are authorised to do so by an educational institution and an association of health professionals at item 1; by an Australian, State or Territory Government, a research body and an association of health professionals at Item 2; An association of health professionals at Item 3; and a research body at Items 4 and 5.

(ii)it is in the public interest that Part VC of the Act apply to the Activities having regard to the criteria prescribed in regulations 23C to 23G (inclusive) of the Health Insurance Regulations 1975.

DECLARED QUALITY ASSURANCE ACTIVITIES TO WHICH PART VC OF THE HEALTH INSURANCE ACT 1973 APPLIES

Item   Description of Quality Assurance Activity

1.         Organisation engaging in activity:     The Royal Australian and New Zealand College of Obstetricians and Gynaecologists (RANZCOG).

Title:   Colposcopy Quality Framework.

Description:   The Activity will investigate the correlation between Colposcopy assessment and biopsy and examine how practitioners can provide best service practices to the patient whilst undertaking colposcopy by implementing an audit framework for rural and remote specialists.  Participating gynaecologists will invite their referring pathologist to participate in this audit project.

2.         Organisation engaging in activity:     Australasian Cardiac Surgery Research Institution Ltd (ACSRIL)

Title:   Australasian Society of Cardiac and Thoracic Surgeons’ Database Program (ASCTS).

Description:   This Activity has established a standardised database and definitions for clinical information on adult cardiac surgical patients.  The activity includes the analysis of the collected data to statistically evaluate the adequacy of performance of participating hospital units and individual surgeons. This Activity expands the ASCTS Cardiac Surgery Database program to eventually include all public and private hospital units.

3.         Organisation engaging in activity:     Avant Mutual Group Limited.

Title:   Avant Fetal Ultrasound Clinical Risk Modification Framework.

Description:   This activity is a national audit and feedback program to support the implementation of a clinical risk modification framework designed to assist ultrasonology practices to better manage the many inherent risks of antenatal fetal ultrasound through the implementation of clinical guidelines.  The activity aims to raise awareness of risks in fetal ultrasound, to improve patient diagnostic outcomes, support practitioners and practice managers, and to provide useful feedback about participants’ practice patterns and outcomes compared with aggregate peer data.

4.         Organisation engaging in activity:     St Andrew’s Medical Institute

Title:   SAMI-Net Mitral Valve Repair Data Registry

Description:   This Activity evaluates immediate, post operative and long term outcomes after mitral valve repair surgery through a focused audit.  It also serves the function of enabling the monitoring / sequential monitoring of trends in patient profile, technique, prosthetic device and intraoperative medication utilisation and success.

5.         Organisation engaging in activity:     St Andrew’s Medical Institute

Title:   SAMI-Net Cardiac Surgery Data Registry

Description:   This Activity evaluates immediate and post operative outcomes after cardiac surgery.  It also serves the function of enabling the monitoring / sequential monitoring of trends in patient profile, technique, prosthetic device and intraoperative medication utilisation and success.
