DECLARATION OF QUALITY ASSURANCE ACTIVITY

UNDER SECTION 124X

QAA No. 1/2005

I, ANTHONY JOHN ABBOTT, Minister for Health and Ageing, under Section 124X of the Health Insurance Act 1973 (the Act):

  1. DECLARE the Activities described in the Schedule to this declaration (the Activities) to be quality assurance activities to which Part VC of the Act applies being satisfied in relation to the Activities that:

  1. the persons engaging in the Activities are authorised to do so:

(a)    in the case of Items 1 and 2 by a State or Territory Government and also a by an association of health professionals; and

(b)    in the case of Item 3 by an association of health professionals;

  1. it is in the public interest that Part VC of the Act apply to the Activity having regard to the criteria prescribed in regulations 23C to 23G (inclusive) of the Health Insurance Regulations 1975.

    DECLARED QUALITY ASSURANCE ACTIVITIES TO WHICH PART VC OF THE HEALTH INSURANCE ACT 1973 APPLIES

    Item   Description of Quality Assurance Activity

    ________________________________________________________________________________

    1.         Persons engaging in activity:             The Tasmanian Audit of Surgical Mortality Safety and Quality Committee (TASMSQC) jointly established by Royal Australasian College of Surgeons (RACS) and the Tasmanian State Government Department of Health and Human Services (DHHS).

    Title:   The Tasmanian Audit of Surgical Mortality (TASM).

    Description:   The Activity is for the assessment and evaluation of the safety and the quality of surgical care in Tasmania, with a particular reference to the audit of all post-operative surgical mortality within 30-days of a surgical procedure.

    2.         Persons engaging in activity:             The Royal Australasian College of Surgeons (RACS)-ACT Committee and ACT Health.

    Title:   The ACT Audit of Periprocedural and Perioperative Mortality (AAPPM).

    Description:   The Activity is for the assessment and evaluation of the safety and quality of periprocedural and perioperative care in the ACT, with a focus on independent peer review of all deaths that occur within 30 days of surgery, or while the patient is under the  care of a surgeon, regardless of whether an operation has taken place.

    3.         Persons engaging in activity:             The Australian Safety and Efficacy Register of New Interventional Procedures - Surgical (ASERNIP-S) and the Breast Section of the Royal Australasian College of Surgeons (RACS), both under the governance of the Royal Australasian College of Surgeons.

    Title:   The National Breast Cancer Audit (NBCA).

    Description:   The Activity is for the assessment and evaluation of the quality of health services through the collection and oversight of data relating to surgery for early breast cancer.
