Such publication shall be conclusive evidence that the agreement as so published was duly negotiated, entered into, and approved under this section and of all matters contained therein. ( b) Notwithstanding anything contained in this section, no agreement entered into or purporting to be entered into under this section shall be valid or effectual for any purpose whatsoever, or bind the Crown or any party thereto or any other person whomsoever or be judicially noticed unless and until such agreement has been so published by Proclamation as aforesaid. (c) If the Director- General and the person with whom he is negotiating an agreement under this section cannot agree upon the period during which the agreement is to have effect, or upon any other terms, provisions, or conditions thereof as proposed by either of them, the Director- General shall, if thereunto required by that other person, submit to the Governor in Council a full statement of all matters so in dispute. Thereupon the Governor in Council may give to the Director- General such directions as he thinks fit with respect to any and every matter so in dispute, and the Director- General shall observe every such direction. (d) A person applying or proposing to apply to the Director- General to negotiate and enter into with that person an agreement under this section shall give public notice thereof in accordance with the following requirements. Such public notice- ( i. ) Shall be published in some newspaper circulating in the area in which the factory or manufacturing process in respect of which the agreement is applied for is or will be situated ; ( ii. ) Shall be so published twice, the first such publication being not later than two months before the date when the agreement is entered into by the Director- General and the second such publication being not earlier t,han seven nor later than fourteen days after the first ; 105
