PROVISIONAL REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1912

Regulations for the Naval Forces of the Commonwealth—H.M.A  Training Ship “Tingira.”

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Naval Defence Act 1910-1912 should come into immediate operation, and further, should be taken to have come into operation on and from the dates specified therein, and make the Regulations to come into operation accordingly as provisional Regulations.

REGULATIONS (PROVISIONAL) FOR H.M.A. TRAINING SHIP “TINGIRA.”

Amendments.

Cancel Regulation 3—Discharges by Purchase, and substitute the following, as from 1st December, 1912:—

3. Provided the Captain is satisfied as to the reasons given, and the exigencies of the Service permit, discharge of a boy may be permitted on payment, by the parents or guardians, of the following amounts:—

Boys not exceeding one month’s service................................................

£ 10

Boys over one and not exceeding three months’ service..........................

£ 20

Boys over three months’ service............................................................

£ 40

In exceptional circumstances, the discharge of a boy without purchase may be allowed, subject to the approval of the Naval Board.

Amend the following Regulations as from 1st June, 1912:—

Boys’ Fund.

Cancel Regulation 5 (11C), and substitute the following:—

(c) Money received from boys or youths for Boys’ Fund, gear sold or damaged, is to be credited to revenue.

Cancel Regulation 5 (20), and substitute the followings:—

(20) Small articles of clothing for the use of the boys, as detailed in chapter on “Clothing,” are to be purchased by the Accountant Officer.

Clothing.

Regulation 6—

In lieu of the words “The Boys’ Fund” appearing-at end of regulation substitute the word “Revenue.”

C. 1461.—Price 3d.

 

Cancel Regulation 7, and substitute the following : —

7. The materials required by the tailor and shoemaker for repairs to the boys' clothing, shoes, &c. (other than thread, &c, which will be purchased from the Boys' Fund—see Article 5 (2) IX.) are to be purchased from the "Trust Fund—Uniform Clothing and Necessaries (Naval) Account.''

They shall be issued by the Accountant Officer to the tailor and shoemaker as required, and accounted for in their charge books.

These materials are never to be considered the private property of the tailor or shoemaker, and only such quantities are to be issued as will be sufficient for current requirements.

The value of any material so used shall be charged on the ledger against the clothing allowance of the boy, or debited in " Clothing Charges" column, in the usual manner.

Cancel Regulation 9, and substitute the following: —

9. Boys are on no account to be allowed to purchase clothes, knife lanyards, &c, on shore. Any clothes, &c, procured elsewhere than from the ship's stores may be confiscated and sold, the proceeds of such sale being credited to revenue. A notice to this effect is to be posted conspicuously in the Training Ship.

Cancel Regulation 10 (2), and substitute the following: —

(2) The cost of these repairs shall be charged against the Boys' Fund quarterly, and paid over to the carpenter.

Where repairs are necessitated through the fault or neglect of any boy, a fine shall be inflicted, at the discretion of the Commanding Officer.

Cancel Regulation 12, and substitute the following: —

12. (1) All purchases of small articles of clothing not kept in stock at the Victualling Yard are to be made by the Accountant Officer in a wholesale manner out of the Boys' Fund, and issued free to the boys as required.

(2) Such articles—thread, &c, &c.—as are required by the tailor, shoemaker, &c, shall also be purchased from the Boys' Fund, and supplied by the Accountant Officer on the requisition of the Regulating Lieutenant. An account of receipt and expenditure of these articles shall be kept by the tailor and shoemaker, and examined by the Regulating Lieutenant and Accountant Officer at the end of each month.

Add to Regulation 25 (1) : —

If their services can be spared Officers may be granted annual leave not exceeding five weeks during the period that the boys are absent on long leave.
