  The Commission may authorise any officer of the department to sign documents promulgating or publicising any authority, resolution, decision, direction, instruction, or views of the Commission and such document shall be deemed to have been issued or written by or under the direction of the Commission. Provided that this by-law shall not apply to documents which require the common seal of the Commission to be affixed.

  The form of attestation of documents under seal shall be as follows: —
