PART 1

PRELIMINARY

Citation

1. These regulations may be cited as the Glenelg Oval Regulations 1992.

Interpretation

2. In these regulations, unless the contrary intention appears—

"authorized person" means a person authorized by the Council for the purposes of these

regulations and includes any member of the Police Force:

"Council" means the Corporation of the City of Glenelg:

"grounds" means the Glenelg Oval, being the whole of the land described in certificate of

title register book volume 4214, folio 954:

"playing area" means the grassed area within the grounds used for the staging of sporting

events.

Delegation

3. (1) The Council may, by instrument executed by the Council, delegate to a person or body any power or function of the Council under these regulations other than this power of delegation.

(2) A delegation under this regulation may be given subject to conditions and limitations specified in the instrument of delegation.

(3) A delegation under this regulation is revocable at will and does not prevent the Council from acting in any matter.

PART 2

USE OF GROUNDS

Entry to grounds

4. A person must not enter the grounds except by an entrance set aside by the Council.

Penalty: Division 10 fine.

Entrance fees

5. A person must not enter the grounds, or a part of the grounds to which access is restricted by the Council, unless the person—

(a)

pays to the Council any fee required by the Council to be paid for entrance to the grounds or the part of the grounds;

or

(b)

is otherwise authorized by the Council to enter the grounds or the part of the grounds.

Penalty: Division 10 fine.

Behaviour of persons on grounds

6. (1) A person must not—

(a)

obstruct or interfere with the conduct of a sporting event on the grounds or the reasonable enjoyment of a spectator of such an event;

(b)

smoke in a part of the grounds where smoking is prohibited by the Council by signs erected with the authority of the Council;

(c)

climb on a fence, tree or the roof of a structure on the grounds;

(d)

on the grounds, misuse or damage a seat or other property of the Council or the property of a person or body occupying the grounds;

or

(e)

remain in a walkway or on stairs on the grounds after having been requested to move from that position by an authorized person.

Penalty: Division 10 fine.

(2) A person must not—

(a)

distribute any printed matter;

(b)

erect a sign;

(c)

offer food, drink or any article for sale;

(d)

take up a collection;

(e)

drive or ride any vehicle;

or

(f)

bring any animal, or if the owner of such an animal, allow the animal to remain,

on the grounds without the authority of the Council or otherwise than in accordance with such

authority.

Penalty: Division 10 fine.

(3) The owner, or person in charge, of a vehicle or animal must remove the vehicle or

animal from the grounds if requested to do so by an authorized person.

Penalty: Division 10 fine.

(4) A person must not bring an intoxicating beverage onto the grounds without the permission of the Council and must not drink an intoxicating beverage on the grounds except in an area set aside by the Council for the purpose.

Penalty: Division 10 fine.

(5) A person must not enter the playing area on a day on which a sporting event is scheduled to occur unless—

(a)

the person is a player, competitor, umpire, official or medical attendant or otherwise officially involved in such a sporting event;

or

(b)

the person has been authorized by the Council to enter the playing area.

Penalty: Division 10 fine.

(6) A member of the Police Force may remove from the grounds any person reasonably suspected of having breached these regulations or another law of the State and a person who has been so removed must not re-enter the grounds on that day.

Penalty: Division 10 fine.

(7) An authorized person may require a person who the authorized person reasonably suspects of having breached these regulations to state the person’s full name and usual place of residence and to produce evidence of the person’s identity.

(8) A person must not, without reasonable excuse, refuse or fail to comply with a

requirement of an authorized person under subregulation (7).

Penalty: Division 10 fine.
