These Regulations were made under Part 3A of the Gas Industry Act 1994, No. 112/1994 which was repealed on 1 September 2001 by section 12 of the Gas Industry Legislation (Miscellaneous Amendments) Act 2001, No. 32/2001. The title of the Gas Industry Act 1994 was changed to the Gas Industry (Residual Provisions) Act 1994 by section 5 of the Gas Industry Legislation (Miscellaneous Amendments) Act 2001.

Part 3A was re-enacted as Part 5 of the Gas Industry Act 2001, No. 31/2001 by clause 3 of Schedule 5 to the Gas Industry (Residual Provisions) Act 1994. These Regulations continued in effect and were deemed to be made under Part 5 of the Gas Industry Act 2001 by clause 20 of Schedule 5 to the Gas Industry (Residual Provisions) Act 1994.

These Regulations were impliedly revoked on 26 May 2004 because the authorising provisions in Part 5 of the Gas Industry Act 2001 were repealed by section 17 of the Energy Legislation (Regulatory Reform) Act 2004, No. 25/2004.
