GAUDRON J:   This matter was considered by Justices McHugh, Kirby and myself.  We are of the view that the application for special leave to appeal to this Court raises no issue of general legal importance.  Moreover there is no reason to doubt the correctness of the decision and order of President Mahoney.  Accordingly, special leave is refused with costs.  I publish our grounds for decision.
