FIREARMS ACT 1989—REGULATION
(Concerning the commencement date of certain provisions relating
mainly to pistols)

HIS Excellency the Governor, with the advice of the Executive Council, and in pursuance of the Firearms Act 1989, has been pleased to make the Regulation set forth hereunder.

The Firearms Regulation 1990 is amended:
| (a) | by omitting from clauses 2 (2), 12 (2) and 99 (1) (b) and the note appearing at the end of Schedule 2 the matter "1 January 1991" wherever occurring and by inserting instead the matter "1 July 1991"; |
| (b) | by omitting from Schedule 5 the matter "1 JANUARY 1991" |
wherever occurring and by inserting instead the matter "1 JULY
1991".
EXPLANATORY NOTE
Clause 2 (2) of the Firearms Regulation 1990 at present provides that certain
clauses concerning:
(a)
Licences relating to pistol collectors, business pistols, club pistols and target pistols; and
(b) minors' firearms permits and junior shooters' target pistol permits; and
| (c) | team managers (being persons who convey club and other target pistols to |
and from authorised ranges for use in competition shooting); and
licence relates),
are to take effect on 1 January 1991.

The system of pistol licensing is changing from a system of Licensing the
weapons to one of licensing the users of those weapons. Accordingly, it is necessary to obtain, collate, store and retrieve certain details concerning the persons who wish to be Licensed to possess, or to have access to, the various categories of
pistols. The appropriate integrated computerised system is scheduled to commence
on 1 July 1991.
Accordingly, the object of this Regulation is to amend the Firearms Regulation
1990 so as to provide that the relevant clauses are to take effect on that date rather
than on 1 January 1991.
The Regulation also makes a consequential amendment.
