His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Firearms Act 1989.

Explanatory note
The Firearms Regulation 1990 provides for an exemption from any requirement of the Firearms Act 1989 to hold a licence or permit authorising possession of a firearm, but only for the purposes of surrendering the firearm to the Commissioner of Police or selling it to a licensed firearms dealer. The period of this temporary amnesty for surrendering firearms expired on 30 June 1996.
The object of this Regulation is to restore this amnesty provision and extend the amnesty period until such time as the proposed 12 month amnesty provision for surrendering prohibited firearms under the new Firearms Act 1996 commences. However, the extension of the expired amnesty will not result in authorising the selling of self-loading centre-fire or rimfire rifles, or self-loading or pump action shotguns, to firearms dealers. The sale of these firearms has been banned by a recent amendment.
This Regulation is made under the Firearms Act 1989, including section 56
(the general regulation making power, in particular section 56 (2) (i)).

1 Name of Regulation
This Regulation is the Firearms Amendment (Amnesty)
Regulation 1996.
2 Amendment of Firearms Regulation 1990
The Firearms Regulation 1990 is amended as set out in
Schedule 1.

(Clause 2)
[1] Clause 98 Temporary amnesty for surrender of firearms
Insert after clause 98 (1):
(l AA) Nothing in this clause authorises the sale of‘ a firearm referred to in clause 27A, and a reference in this clause to selling a firearm does not include a reference to selling a firearm referred to in clause 27A.
[2] Clause 98 (1A)
Omit “or under clause 13 of the Prohibited Weapons Regulation I990 (Temporary amnesty for surrender of prohibited weapons)”.
[3] Clause 98 (3)
Omit “at the end of 30 June 1996”.
Insert instead “on the day on which clause 3 of Schedule 3 to the
Firearms Act 1996 commence”.[4] Clauses 98A and 98B
Omit the clauses.
