PROVISIONAL REGULATIONS UNDER THE PAPUA ACT 1905.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Amending Regulations under the Papua Act 1905 should come into immediate operation, and make the Amending Regulations to come into operation forthwith as Provisional Regulations.

AMENDED FINANCIAL REGULATIONS OF THE TERRITORY OF PAPUA.

Regulation No. 52 to read:—Certifying officers shall be appointed by the Lieutenant-Governor, and one or more paying officers by the Treasurer.

Regulation No. 78 to read:—The Government stores shall be under the direction of the Treasurer, and no stores of any description whatsoever shall be obtained for the Public Service except through the Government Store except—

(a)The Senior Officer at any out station may purchase locally any stores urgently required for the Public Service, but the value of any stores so purchased shall not at any time exceed £10. The Senior Officer shall state on the vouchers the explanation of the emergency.

(b) The Commander of the Merrie England when away from Port Moresby may purchase any stores urgently required for the Merrie England, but the value of any stores so purchased shall not at any one time exceed £30. The Commander shall state on the vouchers the explanation of the emergency.

(c) As hereafter provided.

Regulation No. 86.—Insertion of the words “acting on the advice of the Board and” after the word “Treasurer” in the second line, which will then read :—86. When there is only one vote for a particular service or head of expenditure for the whole Territory, the Treasurer acting on the advice of the Board and with the approval of the Lieutenant-Governor in Council, &c., &c.

Regulation No. 92.—To be added to as follows:—This Regulation shall not apply to requisitions put in on behalf of the Lieutenant-Governor.
