1Name

This is the Financial Framework (Supplementary Powers) Amendment (Social Services Measures No. 1) Regulation 2015.

2Commencement

(1)Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

1  Part 2 of Schedule 1AB (at the end of the table)

Add:

5 Women’s Safety Technology Trials To provide grants of financial assistance to a State or Territory for the development and delivery of trials that test ways of using technology to improve the safety of women experiencing, or at risk of, violence.

2  Part 4 of Schedule 1AB (table)

Insert in its appropriate numerical position:

118 Safe Technology for Women

To enable women experiencing, or at risk of, domestic or family violence to keep safe by providing access to new smart phones and safe technology information, as a measure:

(a) to give effect to Australia’s obligations under the Convention on the Elimination of All Forms of Discrimination Against Women (particularly Articles 2, 5 and 16); or

(b) involving electronic communications; or

(c) involving the granting of financial assistance to a State or Territory; or

(d) providing services in a Territory.

119 Keeping Women Safe in Their Homes

To provide assistance to enable States, Territories, organisations and other entities to conduct risk assessments and improve or upgrade the security of the homes of women experiencing, or at risk of, domestic or family violence, as measures:

(a) involving the granting of financial assistance to a State or Territory; or

(b) to give effect to Australia’s obligations under:

(i) the Convention on the Elimination of All Forms of Discrimination Against Women (particularly Articles 2, 5 and 16); or

(ii) the Convention on the Rights of the Child (particularly Articles 3 and 19); or

(c) providing services in a Territory; or

(d) involving electronic communications.

120 Funding for MensLine Australia

To deliver support, resources and counselling for men with family and relationship concerns (including via telephone, videoconferencing and other online media), as measures:

(a) involving electronic communications; or

(b) to give effect to Australia’s obligations under the Convention on the Elimination of All Forms of Discrimination Against Women.

121 Better Responses from Frontline Staff

To deliver training to enable frontline personnel (including police, medical personnel, and social and community workers) to provide better responses to women experiencing, or at risk of, domestic or family violence, as a measure:

(a) to give effect to Australia’s obligations under the Convention on the Elimination of All Forms of Discrimination Against Women (particularly Articles 2, 3, 5 and 16); or

(b) providing services in a Territory.

122 Local Support Coordinators

To fund local support coordinators to coordinate support (including housing, safety and budgeting services) for women experiencing, or at risk of, domestic or family violence, as a measure:

(a) to give effect to Australia’s obligations under the Convention on the Elimination of All Forms of Discrimination Against Women (particularly Article 3); or

(b) involving the granting of financial assistance to a State or Territory; or

(c) providing services in a Territory.
