This instrument is the Financial Framework (Supplementary Powers) Amendment (Infrastructure, Transport, Cities and Regional Development Measures No. 2) Regulations 2019.

Regional Airports Program

To provide grants for works (including repairs and upgrades) to improve safety and access at airports, and aerodromes, in regional and remote areas of Australia.

This objective also has the effect it would have if it were limited to providing grants:

(a) in connection with trade and commerce with other countries, or among the States and Territories; or

(b) for measures undertaken in, or in relation to, a Territory; or

(c) of financial assistance to a State or Territory; or

(d) for measures in relation to Indigenous Australians or particular groups of Indigenous Australians; or

(e) in connection with the provision of medical services, or unemployment, pharmaceutical, sickness or hospital benefits, or benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(f) in relation to matters referred to the Parliament of the Commonwealth by the Parliament or Parliaments of any State or States; or

(g) in connection with postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution).
