This instrument is the Financial Framework (Supplementary Powers) Amendment (Infrastructure, Transport, Cities and Regional Development Measures No. 1) Regulations 2019.

Grants to improve road safety in Australia

To provide grants of financial assistance to a State or Territory to support activities and projects to reduce deaths and injuries from road crashes in Australia.

Insert:

Grants to improve road safety in Australia

To reduce deaths and injuries from road crashes in Australia by providing funding to support or facilitate activities or projects including the following:

(a) activities that support the priorities identified in the National Road Safety Strategy 2011‑2020 and associated Action Plans;

(b) research into road safety issues and associated matters;

(c) education campaigns and other activities to increase public awareness of, and community engagement with, road safety issues;

(d) activities or projects to improve road safety (for drivers, passengers, pedestrians, cyclists and motorcyclists), including in relation to addressing driver distraction, reducing drug driving, increasing the uptake of safer vehicles, and improving road safety in regional and remote areas of Australia;

(e) activities to ensure the coordination of effort in relation to road safety throughout Australia;

(f) collaboration among entities involved in road safety activities in Australia;

(g) participation in road safety awareness and education initiatives by representatives of countries in the Asia Pacific region;

(h) international engagement on road safety.

This purpose also has the effect it would have if it were limited to providing funding for measures:

(a) in connection with trade and commerce with other countries, or among the States and Territories (within the meaning of paragraph 51(i) of the Constitution); or

(b) with respect to postal, telegraphic, telephonic and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(c) with respect to statistics (within the meaning of paragraph 51(xi) of the Constitution); or

(d) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or

(e) with respect to Indigenous Australians and particular groups of Indigenous Australians; or

(f) with respect to places, persons, matters or things external to Australia, or matters affecting Australia’s relations with foreign countries; or

(g) that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation; or

(h) in the exercise of the executive power of the Commonwealth; or

(i) in, or in relation to, a Territory.

Women in Aviation

To foster and improve the participation of women in the aviation industry, including by providing funding to develop and implement measures that:

(a) expand and promote career opportunities for, and the participation of, women in the aviation industry; and

(b) increase awareness of such opportunities, and interest in the aviation industry, among women and girls.

This objective also has the effect it would have if it were limited to providing funding for measures:

(a) in connection with trade and commerce with other countries, or among the States and Territories (within the meaning of paragraph 51(i) of the Constitution); or

(b) with respect to postal, telegraphic, telephonic and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(c) to give effect to Australia’s obligations under one or more of the following:

(i) the Convention on the Elimination of All Forms of Discrimination against Women, particularly Articles 2, 3, 10, 11 and 14;

(ii) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1, 2, 3 and 4;

(iii) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2, 3 and 6.
