1Name

This instrument is the Financial Framework (Supplementary Powers) Amendment (Industry, Science, Energy and Resources Measures No. 2) Regulations 2020.

   Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

   In the appropriate position in Part 4 of Schedule 1AB (table)

Insert:

450	Powering Communities Program	To provide funding to support community organisations to reduce energy use, improve energy productivity and deliver carbon abatement, including through: (a) upgrading equipment to reduce energy use; and (b) undertaking energy management activities and assessments, such as energy systems assessments and feasibility studies; and (c) investing in energy monitoring and management systems; and (d) investing in on‑site renewable energy and solar‑connected batteries; to give effect to Australia’s obligations under one or more of the following: (e) the Kyoto Protocol to the United Nations Framework Convention on Climate Change, particularly Article 10; (f) the Paris Agreement, particularly Article 4; (g) the United Nations Framework Convention on Climate Change, particularly Article 4.
451	Building Energy Efficiency Program	To support activities that reduce energy use, improve energy productivity and deliver carbon abatement in buildings, including through: (a) developing andproviding information relating to building energy efficiency, including energy related requirements of the National Construction Code; and (b) developing andproviding information about, and assessing, the energy efficiency of heating, ventilation and air conditioning systems in buildings; and (c) developing andproviding tools and ratings for the energy performance of buildings; to give effect to Australia’s obligations under one or more of the following: (d) the Kyoto Protocol to the United Nations Framework Convention on Climate Change, particularly Article 10; (e) the Paris Agreement, particularly Article 4; (f) the United Nations Framework Convention on Climate Change, particularly Article 4. This objective also has the effect it would have if it were limited to measures involving the granting of financial assistance to a State or Territory.
452	Technology Co‑Investment Fund	To provide funding for activities that reduce energy use, improve energy productivity and deliver carbon abatement in the industrial, transport and agricultural sectors, including through: (a) industrial and energy productivity benchmarking, including in manufacturing and construction; and (b) improving transport fuel efficiency, including for freight; and (c) increasing soil carbon; and (d) reducing livestock emissions; to give effect to Australia’s obligations under one or more of the following: (e) the Kyoto Protocol to the United Nations Framework Convention on Climate Change, particularly Article 10; (f) the Paris Agreement, particularly Article 4; (g) the United Nations Framework Convention on Climate Change, particularly Article 4.
453	Hydrogen Export Hub Program	To support the development of hydrogen production, hydrogen demand and hydrogen export supply chains, including through: (a) funding research and development activities relevant to hydrogen technologies, hydrogen industry expansion and export supply chains; and (b) international and domestic collaboration on hydrogen export supply chains and hub development; and (c) supporting projects for the production, use, transformation, storage, transport or export of the following: (i) hydrogen; (ii) hydrogen feedstocks or derivatives; and (d) supporting activities to increase the supply of, and demand for, hydrogen; and (e) undertaking and supporting activities to improve the regulation or safety of hydrogen production, use, transformation, storage, transport or export. This objective has the effect it would have if it were limited to measures: (a) with respect to trade and commerce with other countries, or among the States and Territories; or (b) to give effect to Australia’s obligations under one or more of the following: (i) the Kyoto Protocol to the United Nations Framework Convention on Climate Change, particularly Article 10; (ii) the Paris Agreement, particularly Articles 4 and 10; (iii) the United Nations Framework Convention on Climate Change, particularly Article 4; or (c) relating to places, persons, matters or things external to Australia; or (d) involving the granting of financial assistance to a State or Territory.
